and services necessary to perform repairs to Building Nos. 4, 5, 6, 8,
125, 202, 206, 210, 214, 298, and 555 at Governors Island, New York.
The work includes, but is not limited to, slate roof repairs to
Building 125 and 555; EPDM roof replacement to Building 5; built up
roof repairs to Building 4, 8, and 298; asphalt shingle roof repairs to
Building Nos. 4, 8, and 298, and wood soffit and fascia repairs to
Building Nos. 4, 298, and 555. The work also includes Optional Bid
Items 1 and 2. Optional Bid Item 1: Exterior masonry repairs to
chimneys and walls on Buildings 202, 210, 214, and 298. Optional Bid
Item 2: Interior plaster and wood flooring repairs to water damage in
Building Nos. 4, 5, 6, 202, 214, 298, and 555. All work shall be
accomplished in accordance with the specification and drawings for this
solicitation and shall be completed within 180 calendar days after
Award. Plans (half-size), specifications, and all necessary bid
documents will be available on or about August 17, 1998. There will be
a non-refundable charge per set for the plans and specifications. The
charge and the place to submit your written request will be made
available at a later date. DO NOT send request for solicitation
packages to the Coast Guard. Telephone inquires will not be honored.

DTCG47-98-B-3EFK14 is September 17, 1998 at 2:00 p.m. in Norfolk, VA.
Estimated construction cost is between $250,000.00 and $500,000.00. The
solicitation is unrestricted IAW the Small Business Competitiveness
Demonstration Program. For Minority, Women-owned and Disadvantaged
Business Enterprises: The Department of Transportation (DOT), Office of
Small and Disadvantaged Business Utilization (OSDBU), has programs to
assist minority, women-owned and disadvantaged business enterprises to
acquire short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, performance and payment bonds up to
$1.0 million per contract. The DOT provides an 80 percent guaranty on
the bond amount to a surety against losses. Loans are also available
under the DOT Short Term Lending Program (STLP) at prime interest rates
to provide accounts receivable financing. The maximum line of credit is
