This project includes base and optional work for modifying existing substations A, B, D, E, G, and K. The work at Substation A includes replacing 132/34.5KV transformers, 34.5KV circuit breakers, 34.5KV disconnect switches, 34.5KV bus and bus insulators; replacing differential protection on 34.5KV bus, 34.5KV feeder protection, metering, primary/secondary protection on 138KV cables, and substation breaker control panels; removing two 34.5KV grounding transformers including associated resistors and disconnect switches; replacing two 34.5-208Y/120V station power transformers and associated power fuses; the installation of a new 3000sq ft equipment storage building; and the expansion of the existing control house at Substation A. The work at Substation B includes removing and replacing 34.5KV circuit breakers and 34.5KV single phase reactors; replacing 34.5KV bus protection, transformer differential protection, 34.5KV feederprotection, metering and substation breaker control panels; and replacing two 34.5KV cables from Sub B to Sub G. The work at Substation G includes relocating two 34.5KV G&W fuse clips. The work at Substation K includes replacing 138KV primary and secondary protection on 138KV cables and replacing transformer differential protection on 138/34.5KV transformers K7 and K8. The optional work consists of the following tasks: -- Removing 34.5KV cables routed to transformer D2 from Sub B to Xfmr D2, installing new 34.5KV Xfmr D2, repairing D2 foundation, installing new 2.4KV secondary cables. -- Same as above for transformer D3. -- Same as above for transformer D5. -- Same as above for transformer D6. -- Removing four existing 34.5/2.4KV transformers E1, E2, E3, and E5, associated switchgear, and 2.4KV circuits from the switchgear to the motor control center; furnishing and installing two new 34.5/2.4KV Xfmrs E1 and E2 and 2.4KV switchgear; furnishing new 2.4KV circuits from switchgear to existing2.4KV motor control centers; furnishing and installing new fiber optic communication system between Subs B, D, and E; and installing a new underground duct bank from manhold 57 to Sub E. -- Installing a new 3000 square feet equipment storage building at Sub A. The order of magnitude for the procurement is $5M -- $10M and the effort shall be completed within 730 calendar days after notice to proceed. The SIC Code and small busines size standard for this procurement are 1731 and $7.0M, respectively . The anticipated release date of the IFB is on or about September 14, 1998 with an anticipated offer closing date of on or about October 14, 1998. The provisions and clauses in the solicitation are those in effect through FAC 97 -- 05. The firm date for receipt of bids will be stated in the IFB. Drawings will be available from the Bid Distribution Office. All responsible qualified sources may submit a bid which shall be considered by the agency.
