Remove existing controllers, loops, wiring as required. Provide arrow heads, loop detectors, as required; install new wiring and other accessories, complete. Install single ground stations at each traffic light pole carrying existing light span wires, etc. as specified. All poles shall be separately grounded, postwide. Connect all span wires at each intersection with ground wire through galvanized conduit in accordance with the requirements of NEC, 1996. Special requirements added emergency preemption systems to new/existing controllers at fifteen (15) locations postwide. Project is subject to the availability of funds. Estimated range for this project is $250,000 to $500,000. This acquisition will be issued pursuant to the "Business Opportunity Development Reform Act of 1988" and subsequent award will be subject to the Small Business Competitiveness Demonstration Program. Therefore this acquisition is unrestricted. For the purpose of determining small business size, SIC 1731 for this acquisition, the average annual receipts of a concern and its affiliates for the preceding three fiscal years must not exceed $7 million.
