17 -- SERVICE CHANGE KITS, ENGINEERING STUDIES DATA FOR HELICOPTER LANDING SYSTEMS (HLS), RECOVERY ASSIST, SECURING AND TRAVERSING (RAST) SOL N68335-98-R-0293 DUE 081198 POC Darla M Kelly Fax -- 732-323-7437 Naval Air Warfare Center Aircraft Division Lakehurst New Jersey proposes to establish a Basic Order Agreement (BOA) with the Canadian Commercial Corporation, Ottowa, Canada (CCC) for the development and furnishing of Service Change Kits, associated engineering studies and technical data, and the repair and upgrading of Helicopter Landing Systems (HLS) which includes the A/W42U-1 Recovery Assist, Securing and Traversing (RAST) System and the A/W37A-1 Horizon Reference Set (HRS) for which the Government does not own specifications or drawings to permit full and open competition. The BOA will be for a three year period with the option to be extended two more years. Delivery Orders will be issued against the BOA. The Government intends to procure this support under the authority of 10 USC 2304(c)(1), as implemented by FAR 6.302-1. Canadian Commercial Corporation is the only known source with the knowledge, experience and technical data neccessary to complete these tasks. Firms that recognize and support the RAST and HRS Systems are encouraged to identify themselves. All responsible sources may submit a proposal which may be considered by the Government in determining whether to conduct a competitive procurement.
