(202-482-1512) The Norwegian Defense Communications and Data Services
Administration (NODECA) is acting as procurement agency on behalf of
the governments of Greece and Norway for a joint procurement of the
following projects included in the NATO Security Investment Program.
The ESM Target Systems at the FORACS ranges are used to check the
bearing accuracy of radar intercept receivers as well as the capability
of these receivers to identify radar emission based on their signal
characteristics. The ESM Target System must, therefore, be able to
generate simulated radar transmissions over a wide frequency range,
with realistic pulse characteristics, etc. The existing ESM Target
Systems were procured in 1987/88, and the major items in the system
were: a. Tactical Simulator System (TASS), driven by a DEC PDP 11
computer b. 1 kW RF amplifier system, covering the frequency range 1-18
GHz c. Antenna azimuth drive and control system d. Steerable antenna
array with four 4-foot parabolic reflectors and pedestal e. Radome, 4m
diameter f. Radome foundation building Of these subsystems, only the
electrical parts, items a, b and c above, needs replacement. The
frequency range shall be 2-18 GHz. The contractor shall use "Commercial
Off the Shelf" equipment where it is possible. Bid shall include an
option for a similiar project for a third NATO FORACS facility. All
applicants must be certified to compete NATO ICB by the U.S. Department
of Commerce, Office of Telecommunications. Submit all nomination
