65 -- AUTOMATED PRESCRIPTION BOTTLE FILLER SOL N62645-98-R-0036 DUE 080398 POC Jocelen Carrigan, Contracting Officer, 301-619-7468 The Naval Medical Logistics Command has a requirement for an Automated Prescription Bottle Filler and intends to negotiated on a sole source basis with Baxter Healthcare Corp as the only one responsible sources and no other supplies will satisfy the Navy's requirements. This is a combined synopsis/solicitaiton for a commercial item prepared in accordance with FAR Subparts 12.6 and 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only Request for Proposal under Solicitation N62645-98-R-0036. The Standard Industrial Code is 3841 and the small business size is 500 employees. The Government contemplates award of a Firm Fixed Price contract. A proposal from Baxter Healthcare Corp is being requested and a written solicitation will not be issued. The solicitaiton document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-04. The Navy contemplates leasing the system for two years with an option to buy at the end of the second year. An alternate proposal for leasing the system for three years with an option to buy at the end of the second and the third year is requested. The system shall meed the following characteristics: totally automated prescription filling system to include high-volume prescription processing capabilities, direct interface with CHCS computer system, ability to prioritize input prescriptions, bar-coded labeling technology, automated bottle capping, collation by individual patient order, conveyor system with transfers to separate prescription categories such as new prescriptions and refills, electronic imaging for checking of prescriptions that includes name of medication, lot number and expiration date, built-in multiple checks to ensure accuracy, max dimensions less than 10 feet and 650 square feet, fastened to deck, either left or right hand operation, operates by clean compressed air: 90 psi, 10 cfm, dry air plus 1/2" feed line, operates with two digital lines and one voice line, training required for 2 operator/users and 2 service/repair, maintenance requirements include replacement parts by manufacturer, telephone response in one hour, on-site response within 4 hours, available 24 hour service, weekend service. The system is to be delivered FOB destination to Naval Hospital, Pensacola FL by 14 Sep 98. Provision 52.212-1, Instrucitons to Offerors-Commercial, applies to this acquisition. The offeror must include a completed copy of provision 52.212-3, Offeror Representations and Commercial Items, with its offer. The clause 52.212-4, Contract Terms and Conditions-Commercial Items applies. The clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes of Executive Orders-Commercial Items, applies to this acquisition.
