J. Pileggi 301-619-4070 This is a combined synopsis/solicitation for
commercial items prepared in accordance with the Federal Acquisition
Regulation (FAR) sub part 12.6., as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation WILL NOT be issued. Solicitation number VA-797-98-F2Q-0017
is issued as a Request for Quotation. The solicitation document and
incorporated provisions and clauses are those in effect through FAC
90-46. The SIC code is 3537 and the small business size standard is 750
employees. The contractor shall provide the following: Quantity of 3
each ISO/Air Cargo Pallets, Part Number 50052-001, size 108" x 242.5"
x 3.25" max tare wt 1700 lbs, certifiable to 40,000lbs with emergency
C130 emergency access aisle, Bonded construction with channels for
shelter skids, certification to MIL-STD-1791. Place of delivery is to
MacDill Force Base, FL. Delivery, which shall be FOB Destination, shall
occur 45 calendar days after award of the purchase order. Offerors
responding to this announcement shall provide all information contained
in FAR Clause 52.212-1, Instructions to Offeror -- Commercial Items. As
stated in this clause, the Government intends to evaluate offers and
award a contract without discussions with offerors. Therefore, the
offeror's initial offer should contain the offeror's best terms from a
price and technical standpoint. However, the Government reserves the
right to conduct discussion if later determined by the Contracting
Officer to be necessary. Clause 52.212-2, Evaluation -- Commerical
Items, applies to this acquisition. The Government will award a
contract resulting from this solicitation to the responsible offeror
whose offer conforming to the solicitation will be most advantageous to
the Government, price and other factors considered. The following
factors shall be used to evaluate offers: (1) Technical capability, (2)
past performance, and (3) price. Technical and past performance when
combined are significantly more important than price. Technical
capability shall include but is not limited to compliance with the
specifications and timeliness of performance (best delivery date). Past
performance shall include but is not limited to experience with similar
products, other similar contracts with the Government of this magnitude
and complexity, and delivery of past contracts. Offerors shall provide
technical information/literature and a minimum of three past
performance references, preferably government references. Offerors
shall include a completed copy of provision 52.212-3, Offeror
Representations and Certification -- Commercial Items. An authorized
representative of the offeror must sign these representations and
certifications. The Offeror shall also provide its Commercial and
Government Entity (CAGE) code, Contractor Establishment Code (DUNS
number) and Tax Identification number. The resulting firm fixed price
award will incorporate the requirements of the clause at FAR 52.212-4,
Contract Terms and Conditions -- Commercial Items. Clause 52.212-5,
Contract Terms and Conditions Required to Implement Statutes or
Executive Orders -- Commercial Items, applies to this acquisition.
