carrying out Section 6016 of the Intermodal Surface Transportation
Efficiency Act of 1991 to study fundamental properties of asphalts and
modified asphalts. This will also include additional areas of
asphalt-water interaction and asphalt-aggregate thin film behavior
studies. It is envisioned that this study will last approximately six
years. The FHWA plans to negotiate a contract with Western Research
Center (WRI). This is a Congressionally approved sole source as
Transportation Efficiency Act for the 21st Century (TEA-21), Title V,
Section 5117(b)(5) requires the FHWA to conduct the program through
