The objective of this effort is to continue carrying out Section 6016 of the Intermodal Surface Transportation Efficiency Act of 1991 to study fundamental properties of asphalts and modified asphalts. This will also include additional areas of asphalt-water interaction and asphalt-aggregate thin film behavior studies. It is envisioned that this study will last approximately six years. The FHWA plans to negotiate a contract with Western Research Center (WRI). This is a Congressionally approved sole source as Transportation Efficiency Act for the 21st Century (TEA-21), Title V, Section 5117(b)(5) requires the FHWA to conduct the program through WRI.
