PRE-SOLICITATION INDUSTRY PARTICIPATION SOUGHT CBD Update 27 July 1998
Integrated Undersea Surveillance Systems (IUSS) This Commerce Business
Daily (CBD) announcement serves as official notice of the Space and
Naval Warfare Systems Command (SPAWAR) selection of an acquisition
strategy for the single common hardware and software architecture
baseline for the Integrated Undersea Surveillance Systems (IUSS). On 10
February 1998, Cite W-041 SN167341, SPAWAR informed all interested
industry participants that SPAWAR was exploring various acquisition
strategies towards the development of a single common architecture
baseline for IUSS. SPAWAR advised industry that it was exploring
various traditional and non-traditional acquisition strategies. SPAWAR
also announced its intention to evaluate, in parallel, within-Navy
resources and programs. Specifically, the announcement stated that
SPAWAR was evaluating the feasibility of integrating IUSS requirements
into an existing Naval Sea Systems Command (NAVSEA) submarine sonar
developmental program. SPAWAR promised to announce its selected
acquisition strategy at the earliest date practicable. Accordingly,
SPAWAR has completed its evaluation and determined that SPAWAR will in
fact utilize the NAVSEA existing submarine sonar development program.
SPAWAR has determined that the NAVSEA submarine sonar program is the
most advantageous approach to the Navy with respect to cost, schedule
and performance. SPAWAR's decision to implement a common IUSS
processing architecture using the submarine sonar development baseline
was based primarily on the inherent commonality of IUSS requirements
and those associated with the NAVSEAprogram; the inherent commonality
results in reduced IUSS-systems ownership costs. While some efforts, to
include the Communications and Message Reporting function and Systems
Integration function, may not be the subject of current NAVSEA
development, SPAWAR has determined that these efforts fall within the
scope of existing Navy-contract vehicles. SPAWAR therefore does not
anticipate any further need to continue the involvement of interested
sources in the information exchange process initiated by the 10
February 1998 CBD announcement. SPAWAR hereby terminates the
pre-solicitation Industry Participation and Information Exchange.
