Sources are being sought and information requested to assist with an ongoing business case analyses in the area of payroll and finance functions. Information gathered will be used in a cost comparison to determine the most efficient method of continued performance. These functions are presently performed by GS-544-06/Cicilian Pay Technicians. The place of performance will be, Crane Division, Naval Surface Warfare Center, Crane, Indiana. The Government request all interested parties provide the title of comparable labor categories and associated labor rates that would be qualified to perform the following requirements. Requirements are as follows: Provide all personnel, material, and travel to perform the payroll and finance services. The contractor shall be knowledgeable of Financial Management Regulations, Federal Personnel Manual, Defense Civilian Pay System (DCPS) Code of Federal Regulations, and instructions from the Office of Personnel Management. The contractor must be able to access and use the Government's system of Standard Labor Collection and Distribution Application (SLCADA), Defense Civilian Pay (DCP) on-line system, On-line Reporting System (OCIE) and be compatible with MS-Office program. The contractor will be responsible for establishing and maintaining a payroll master file, weekly labor reports, leave records, and payroll controls for employees of different types of appointments and conditions. The contractor shall maintain a "Confidential" security, classification in accordance with the Privacy Act. The contractor will provide customer services to employees requesting payroll data. Site visits are not being scheduled at this time. The necessity of a site visit will be determined after the information gathering process is complete.
