requested to assist with an ongoing business case analyses in the area
of ambulance & emergency medical services. Information gathered will
be used in a cost comparison to determine the most efficient method of
continued performance. These functions are presently performed by
GS-081-05/Fire Fighter/EMT-D. The place of performance will be Crane
Division, Naval Surface Warfare Center, Crane, Indiana. The Government
request all interested parties provide the title of comparable labor
categories and associated labor rates that would be qualified to
perform the following requirements. Requirements are as follows:
Provide all personnel, material, and travel to perform the tasks
related to emergency medical services. Requirements include ambulance
and emergency medical service involving rescue, medical care, emergency
transportation of the sick or injured to local medical facilities and
to off-center advanced emergency care providers. The emergency medical
care also includes the assessment and stabilization of the patient.
Independent judgement shall be exercised to stabilize and prepare the
patient for transport to the advanced medical facility, will facilitate
air evacuation ambulance services if required. Responsibilities include
setting up and manning a rehabilitation site at the scene of a fire and
monitoring the physical condition of firefighters at fire scenes,
hazardous material incidents, confined space rescue, and emergency
incident scene. By following already established/approved protocol set
up by the NAVSURFWARCENDIV Crane Medical Director, the contractor
shall provide the proper emergency care in cases involving
contamination from radiation or hazardous chemicals. Medical run
sheets, incident sheets and medical critique sheets must all be
completed after each run. Monthly progress and status reports are
required. The contractor will be required to provide proof of all
certifications and training required by federal, state, and local law.
Site visits are not being scheduled at this time. The necessity of a
site visit will be determined after the information gathering process
