Offices proposes to acquire on an other than full and open competition
basis two technical service representatives to support a facility
responsible for management, technical oversight, SOAR(A)'s Planning and
Rehearsal Information Support (PARIS) facility from ARINC Incorporated.
ARINC Incorporated will ensure the timely production of Mission
Rehearsal databases for the 160th SOAR(A)'s Tactical Operational Scene
(TOPSCENE), Evans and Sutherland's Image Generator 4000 (ESIG-4000),
Special Operations Aviation Combat Mission Simulator (SOA CMS) Digital
Radar Land Mass Simulator (DRLMS), Voice and Data Recorder (VADR), and
Modular Semi-Automated Forces (ModSAF) in support of training exercises
and actual combat operations. Administer the 160th SOAR(A)'s Special
Operations Forces Planning, Rehearsal, and Execution Preparation
(SOFPREP) system to include the ability to track Mission Rehearsal
databases and record configuration changes as they occur. Provide all
supportfunctions required to manage the inventorying, storage and
maintenance of Mission Rehearsal (MR) databases to include the ability
to track all source data utilized in the production of MR databases.
Support and maintain PARIS RISC based hardware, operating software, and
network capabilities to ensure 90%% operational capability. Assist in
the maintenance and operation of the ESIG-4000, provide, as needed,
engineering support to sustain/maintain or repair existing PARIS
equipment (ESIG-4000), TOPSCENE, SOCET SET, Helava Scanner). Support
and maintain the mini Data Base Generation System (DBGS) that builds
databases for fielded TOPSCENE systems in support of the Army's mission
preview capabilities. A Pre-Planned Product Improvement will be made on
PARIS equipment (ESIG-4000, TOPSCENE, SOCET SET, PARIS workstations).
Based on a market research, the Government has concluded that only
ARINC Incorporated can provide the management, technical oversight,
administrative, engineering and operational infrastructure support of
the 160th SOAR(A)'s Planning and rehearsal Information Support (PARIS)
facility. All responsible sources may submit a proposal which shall be
considered by the Technology Applications Contracting Office. Note 22
