R -- FINANCIAL ADVISOR ASSISTANCE SOL DTFH61-98-Q-00104 DUE 082698 POC Donna McAleer, Contracting Officer, 202-366-4270 The Federal Highway Administration (FHWA) is seeking assistance in overseeing the financial status of Federal credit instruments that FHWA is providing for three major surface transportation projects in Southern California: two standby lines of credit for the San Joaquin and Foothill/Eastern toll road projects of the Transportation Corridor Agencies, and a direct Federal loan to the Alameda Corridor Transportation Authority. The assignment includes preparing semi-annual updates on the financial status of each project, as well as other tasks. Candidates must be able to demonstrate expertise in evaluating the creditworthiness of project finances and municipal revenue bond issues for capital projects of similar size and complexity to these projects. Proposers must demonstrate responsiveness in their ability to meet with FHWA staff and representatives of ACTA and TCA in southern California as may be required from time to time with limited advance notice. Respondents shall demonstrate knowledge of Federal budgetary practices, highway programs, and financing procedures. This requirement is available under full and open competition.
