Administrative Office of the U.S. Courts(AO) is soliciting offers to
provide building and site condition assessments; development of on-site
management plans and five-year operating budgets. These assessments are
the judiciary's mandatory prerequisite to requesting delegations of
authority for real property operations from the General Services
Administration (GSA) for real property operations. This solicitations
has a minimum mandatory requirement for te experience criteria which
requires evidence of a corporate real estate portfolio of at minimum
1,750,000 Building Owners and Managers Association (BOMA) rentable
square feet of commercial, federal or state Class A and B office
buildings and at minimum two buildings that are 300,000 BOMA rentable
and are ranked by BOMA as Class A office building with high ranking
prestigious tenants, visitors (for example corporate association), law
firms, or Federal Agencies headquarters or offices of professional
organizations. In addition, the minimum mandatory requires a minimum of
five years recent experience during the past ten years in providing
facilities and asset management services, for two or more comparable
Class A office buildings in a Central Business area. Proposals
submitted which do not meet this minimum mandatory will not be
considered. The basic award will consist of the building and site
condition assessments and development of the on-site management plans
and five-year operating budgets for four courthouses in Minneapolis,
Minnesota; Wilmington, Delaware; Greenbelt, Maryland; and New Orleans,
Louisiana. In addition, the solicitation will require optional offers
for facilities managment, which shall include custodial/janitorial and
related services, repair and alterations services and other related
real property services for which supplemental orders will be placed. In
addition, to four courthouses above, there are potentially over twenty
additional court or court related buildings which may involve one or
more of the aforementioned requirements. Multiple awards are
anticipated. The solicitation document will be issued on or about
