SYNOPSIS@PHIL.FISC.NAVY.MIL. FISC Norfolk Detachment Philadelphia
proposes to modify existing contract N00140-95-D-0824 for Tug Services
with Thames Towboat Company, Inc. in order to allow for up to an
additional seven (7) months of services for the Naval Submarine Base,
New London, Groton, CT. The contractor is to dock and/or undock
submarines, barges and ships, under power and/or dead stick. The
contract consists of two (2) lots. Lot I requires a Twin Screw Tug with
continuous 1800 horsepower and intermittent (10 minutes) 2000
horsepower capability. The tug is required to be equipped with
underwater rubber fendering suitable for mooring rubber hulled
submarines. The tug will periodically be required to transfer personnel
to and from deployed submarines. Lot II requires a Twin or Single Screw
Tug with continuous 1800 horsepower and intermittent (10 minutes) 2000
horsepower. The tug is required to be equipped with underwater rubber
fendering suitable for mooring rubber hulled submarines. Lot II will
not require any transfer of personnel. Period of Performance will
consist of a three month base period beginning 01 October 1998 through
31 Dec 98 with four one-month option periods. The projected number of
hours to be provided by the contractor per month is 69 Lot I hours and
23 Lot II hours. This action is required in order to provide continuity
of services before a follow on contract can be placed. This firm is
considered the only supplier of these services at this time, as they
are the only firm which can timely support the immediate needs of the
Government without a costly start-up period. This extension
modification to contract N00140-95-D-0824 is for services which the
Government intends to solicit and negotiate with only one source under
the authority of FAR 6.302-1. Interested persons may identify their
interests and capability to respond to the requirement or submit
proposals. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE
PROPOSALS. However, all proposals received within forty-five days after
the date of publication of this synopsis will be considered by the
Government. A determination by the Government not to open the
requirement to competition based upon responses to this notice is
solely within the discretion of the Government. The Government will not
pay for information received. The applicable Standard Industrial Code
