This procurement will result in the award of three (3) separate indefinite quantity (IDIQ) design-build construction contracts for general building type projects (new construction and renovations) including administrative, training, dormitory, and community support type facilities for activities in the states of Illinois, Wisconsin, Minnesota, Michigan, Ohio, Iowa, Missouri, Nebraska, Colorado, Wyoming, Kansas, Kentucky, Indiana (excluding Crane Indiana), North Dakota and South Dakota managed by Naval Facilities Engineering Command Engineering Field Activity, Great Lakes. Proposals will be evaluated using the Two-Phase, Design-Build, Request for Proposal (RFP) procedures that result in awards based on Best Value to the Government -- cost or price or other factors considered. Each contract will be for a base year of twelve months with three option years. The anticipated workload is $100 million over the life of all contracts and the maximum combined value of all contracts will not exceed $100 million. Projects will vary in size from around $2 million to $15 million with the average project in the $2-5 million range. The three successful offerors will be required to submit technical and price proposals on all future task orders. Lack of participation may result in the Government not exercising the option for extending the contract. Participation in the pre-proposal conference or site visits for future task orders will be the responsibility of the offeror and is not directly reimbursable by the Government. Task orders will require multi-disciplined design services in all aspects of general building construction for new and renovation projects including comprehensive interior design and lead and asbestos abatement. Projects will also require incorporation of sustainable features. Multiple design teams may be proposed to satisfy a variety of building types projected to be awarded during the term of this contract. All professional disciplines shall be registered and/or certified in their discipline. In those states requiring specialized knowledge of local permitting or regulatory agency requirements, the professional discipline shall be registered or certified in that state. Phase I of the procurement process is a narrowing phase to 3 to 5 offerors (design-build teams) based on design-build factors that include: Past Performance, Technical Qualifications; Management Approach; and Small Business subcontracting effort. Phase I design-build factors relate to the 4 year IDIQ contract requirements for general building type projects including administrative, training, dormitory, and community support type facilities, not just the seed projects identified at the end of this synopsis. Only those offerors selectedin Phase I will be allowed to proceed into Phase II. In Phase II, the successful 3 to 5 Phase I offerors must submit technical and price proposals for each of the two "seed" projects. Offerors who fail to submit technical and price proposals for both seed projects will not be considered for an award. The offeror's program manager will have the option to personally provide an oral presentation of their technical proposal in addition to the written technical proposal. The Phase II technical proposal will require preparation of a limited design solution for both seed projects; Small Business Subcontracting Effort; and other factors that define the quality of construction. Cost and Price proposals may include total cost; evaluation of scope/design options within the Government's published budget for award, an evaluation of change order mark-ups and overhead; and Schedule Completion Adjustment. The best value proposal for each seed project will be awarded a project and an IDIQ design-build contract for the 4 year term. The Government reserves the right to award both seed projects to one offeror. These initial seed projects will satisfy consideration for minimum guarantees. The second and/or third IDIQ contract(s) will be awarded to the design-build offeror(s) who provide the next most competitive proposal(s). A minimum guarantee of $100,000 each will be consideration for the award of the second and/or third IDIQ contract(s). The minimum guarantee will be payable only if the offeror(s) are awarded no task orders over the four year contract term. Task orders will be competed among these three IDIQ contractors with each task order awarded based on best value or Lowest Price Technically Acceptable proposal. The two seed projects for this solicitation are: Design/Construction of a new 2,602 square meter (28,000SF) Gas Turbine School Facility at the Naval Training Center, Great Lakes, IL that will provide a high bay area with an adjacent classroom, administration spaces, lounge, and work areas. The facility shall incorporate sound control, equipment cooling water, compressed air systems, high volume ventilation, computer room cooling, access flooring system, battery room ventilation, waste oil collection system, fuel oil distribution, equipment isolation foundations, crane systems, fire protection systems, air conditioning and utilities. The project also includes the demolition of the existing Gas Turbine School, parking, landscaping, and related work. The project budget cannot exceed $6.4M (2) Design/Construction of a new Administrative Headquarters Building for the Naval Reserve Readiness Command, Region 16, at the Minneapolis-Saint Paul, MN Air Reserve Station (ARS) and shall include integrated site development and all incidental related work to provide a complete and usable facility. The project consists of a 1,408 square meters (15,126 SF) facility including mostly administrative space, an auditorium, an exercise room, a lounge, a locker/shower room, storage spaces, and mechanical/electrical space. Comprehensive interior design services will be required The project also includes parking, landscaping, and incidental related work and must conform to the Americans with Disabilities Act. The project budget cannot exceed $3.2M. The SIC code for this project is 1542 and the small business size standard is $17.0 million. The FSC code is Y111.
