Material Command, Aeronautical Systems Center, Precision Strike Systems
Program Office intends to award a sole source contract to RAFAEL,
Haifa, Israel. This procurement is a production contract for the
refurbishment of one seeker and seeker operating station. A
re-procurement data package is not available for the hardware related
to this effort. The period of performance is approximately 12 months.
The action is contemplated in accordance with 10 USC 2304 (c)(1) since
RAFAEL is the only known source that can satisfy the Government's
requirements. All responsible sources may submit a statement of
capability which will be considered, in accordance with Note 22.
Capability statements received will be screened on the ability of the
proposed system to (a) meet specific classified performance, and (b)
modularity requirements. An RFP would be issued only to those sources
who in the sole judgment of the procuring activity have the capability
of fulfilling the requirement. This is not a request for proposal and
is not to be construed as a commitment by the Government. Closing date
for submission of qualifications is 15 days after the date of
publication of this notice. Firms responding to this notice should
indicate whether they are a small business or small disadvantaged
business as defined in FAR part 19. All concerns, and routine
communication regarding this acquisition should be addressed to Ms.
Terri Brown, Contracting Officer at (850) 882-8515 x 2131. Collect
calls will not be accepted. An Ombudsman has been established for this
acquisition. The only purpose of the Ombudsman is to receive and
communicate serious concerns from potential offerors when an offeror
prefers not to use established channels to communicate his/her concern
during the proposal development phase of this acquisition. Potential
offerors should use established channels to request information, pose
questions, and voice concerns before restoring to the Ombudsman.
