(504) 862-2889 This is a combined synopsis/solicitation for a best
value commercial item prepared in accordance with the format in FAR
Subpart 12.6, as supplemented with additional information included in
this notice. This announcement constitutes the only solicitation;
proposals are being requested and a written solicitation will not be
issued. The U.S. Army Corps of Engineers, New Orleans District requires
a quantity of three (3) ea -- four (4) cycle, turbocharged, marine
diesel engines for continuous duty ship's service power generation
application. Each engine shall be capable of driving a 1000 kW (rated
at 50 deg. C), 1250 kVa, 0.8 P.F., 480Y/277 Volts, 3 phase, 60 Hz.,
KATO -- AC, two-bearing generator. Engine drive/generator speed is 1200
rpm. Engine will be directly coupled to existing generator with no
intermediate gearbox allowed. The contractor will include in proposal,
supply of a quantity of three (3) each engines, Caterpillar model 3516
or equal, separate skids suitable for mounting an engine and existing
KATO generator, isolation mounts, flexible coupling, engineering
services for adapting to existing foundation and control system,
mounting and technical services during installation, six complete sets
of operation and parts manuals, as well as addressing the following
technical attributes (to be used in bid evaluation). Parameters are to
be based on an 85 degree Farenheit ambient temperature and 85 degree
Farenheit intercooler water temperature. If based on other, indicate
rated temperature. SALIENT CHARACTERISTICS (REQUIRED). In addition to
the generator compatibility, the prospective engine shall be compatible
with the following control systems and other general requirements: 1)
Fuel: #2 Diesel; 2) Lube Oil: SAE 40 or SAE 30 (preferably 40); 3) Air
starter, to crank with a minimum air pressure of 100 PSIG at 800 CFM;
4) Overall length of engine shall not exceed 150 inches, overall
height not to exceed 100 inches; 5) The engine shall be equipped with:
a) belt or gear driven fuel pump; b) belt or gear driven oil pump; c)
belt or gear driven water pump; d) filtration with differential or
change indicators for oil and fuel; air intake filtration; e) local
instrumentation panel for temperature and pressures; f) actuator
compatible with 2301A Woodward Electronic Governor; g) lube oil cooler
heat exchanger; h) jacket water surge tank; i) rails/skid capable of
mounting entire genset; 6) Torsional vibration analysis; 7) Engineering
structural analysis and recommendation for ship support structure
modification (if needed) to support skid/genset. Provide plans if
necessary; 8) After installation, an operational test shall be
performed by a Manufacturer's service rep and a report made and
submitted to the Government which includes all critical operating
parameters. TECHNICAL CHARACTERISTICS (FOR BID EVALUATION): 1) Heat
Rejection Data by percent load (from 30% to 100% in BTU/Hr). This
includes rejection to jacket water, to atmosphere, to exhaust, and to
lube oil. 2) Fuel consumption as a function of percent load (from 30%
to 100% in GPH); 3) BMEP; 4) Exhaust flow as a function of percent load
(from 30% to 100% in CFM), and maximum allowed back pressure in inches
of water column; 5) List of standard safety shutdowns; 6) List of
recommended spares with current retail price; 7) List of current retail
price for the following items fuel pump, jacket water pump, lube oil
pump, cylinder head, cylinder liner (if applicable)piston, connecting
rod, main journal bearings, crankshaft, and camshaft; 8) List of
recommended maintenance cycles, include total overhaul interval (in
hours); 9) Plan for alignment and mounting of Government furnished
generator to skid (technical services); 10) Engine test stand
procedures; 11) Support for overseeing disassembly/assembly of genset
for installation through ship's hull; 12) Rotation of engine; 13) Dry
weight of engine; 14) Construction of skid; 15) Individual
temperature/pressure remote monitoring capability for cylinders, lube
oil, jacket water, etc.; 16) Crankcase protection devices; 17) Delivery
shedule ARO; 18) References for proposed model in similar applications.
The Government will provide, upon request, a plan of ship's structural
foundation and technical data on existing system needed for
vibration/structural analysis. INSTRUCTIONS TO OFFERORS: Offerors
should submit proposals that are acceptable without additional
explanation or information. The Government may make a final
determination regarding a proposal's acceptability solely on the basis
of initial offers as submitted. The proposal must be prepared in three
parts: Technical Capacity/Characteristics, Past Performance, and Price
proposal. The price proposal must reflect FOB Destination. EACH PART
MUST BE SEPARATE AND COMPLETE. Provide an original and two copies of
each part. The significant evaluation criteria at 52.212-2, Evaluation
-- Commercial Items included in paragraph (a) of that provision is
technical capacity, past performance, and price: technical
capacity/characteristics and past performance are of equal importance
andwhen combined, slightly higher than price. Include product
descriptive literature with offer as well as a quote that addresses all
of the requirements and salient characteristics. The provision at
52.212-1, Instruction to Offerors -- Commercial Items, the clause st

at 52.212-5, Contract Terms and Conditions Required to Implement

-- Commercial Items. This is a 100% small business set aside. The
applicable SIC is 3621 with 1,000 employees. Offers are due by no later
