44 -- CATALYTIC OXIDIZER SOL DAAA09-98-R-3077 DUE 080398 POC Contract Specialist Rick Stieger (309) 782-8592 (Site Code DAAA09) The following statement is Amendment 0001 of solicitation DAAA09-98-R-3077 which was originally posted in CBDNet on July 10, 1998 and printed in the July 15, 1998 issue of the Commerce Business Daily. DAAA09-98-R-3077 Amendment 0001 A. The purpose of this amendment is to address the following vendor submitted questions: Question 1: What are going to be the hours of operation and estimated hours per year? Answer: The oxidizer will be expected to operate a minimum of 2000 hours per year (200 ten-hour shifts). However, if the plant is mobilized, the unit could be called on to operate 24 hours per day, every day. Question 2: What would be the solvent load? Answer: The current VOC loading is: VOC %tot. thruput* #/yr. #/hr. The remainder is either used in the processes being ventilated or disposed of by other means. The above rates are averages. The instantaneous rates are probably more than double the listed rates. Question 3: Subject specifications show minimum VOC flow of 4 #/hr. What is the maximum expected VOC flow? Answer: See answer to question number 2. Question 4: Is there a constant flow or is there a turn down in the process? Answer: In our existing oxidizers there is a 30 minute warming period at a 50 percent flowrate. Otherwise, flow remains constant. Question 5: Are there any particulates, such as size, amount, etc? Answer: The existing oxidizers have fiber filters at the inlet, making the amount of particulates that actually get to the oxidizer section negligible. Particulates that make their way to the oxidizer unit would be a minor amount of paint dust and the odd globule of styrene (raw and catalyzed). Question 6: How many different exhaust sources are there? Answer: There will be 8 separate hoods feeding the oxidizer. The hoods will feed either Styrene plus a solution of MEK Peroxide, Dimethyl Phthalate, Hydrogen Peroxide, and MEK or Stoddard Solv. or Paint Solvent to the oxidizer. In any case the oxidizer will only see a well mixed solution of all seven items. Question 7: What is the inlet temperature to the catalytic oxidizer? Answer: The temperature of the effluent entering the oxidizer will be ambient, from 10 degrees F in winter to 110 degrees F in summer. Question 8: What is your unit cost for natural gas ($/MBTU) electricity ($/KW)? Answer: McAAP's utility rates are: natural gas $3.36/MCF or MMBTU; electricity $0.0281/KWH. Question 9: There was no mention of heat recovery, the more efficient this is the lower is the operating cost, but at a higher initial cost. 70% heat recovery is one option. Answer: It was assumed that a heat exchanger would be a part of the system as a non-recuperative system would be prohibitively expensive to operate. B. Acknowledgement of this Amendment is required.
