Console Packages, (4 each), for use with AVTEC INC. DSPatch System.
Operating Console Packages capable of integrating radio/telephone
circuits (including CO, PBX, Ringdown, etc.), intercom, paging,
recorder and other special use circuits. Operator Console must meet or
exceed existing AVTEC System configurations and specifications and
operate using the existing AVTEC DSPatch System. Each Operator Console
Package must include the following items: Console Interface Card,
Workstation Controller, 15" Color Touchscreen Monitor, Headset Jackbox,
Handset with PTT, Handset Hookswitch Cradle PTT Footswitch,
Uninterrupted Power Source. Equipment must include capability for
centrally located control equipment (rack mounted) with remote
operating consoles to meet specific existing control center designs.
System should be microprocessor based allowing for changes to
configuration and maintenance actions by owners. Selected consoles
should have maintenance mouse/keyboard capabilities. System should have
redundancy in communications equipment as well as uninterrupted power
supplies. Overall system should have a proven reliability factor of at
least 99% with no single point failure removing more than one
port/circuit or terminal from service. Each operating console must have
access to all service provided with headset/handset PTT capability.
Each port/circuit must be capable of patching to another, i.e., radio
call patched to a telephone (PBX or CO) line. Each console must be
capable of the industry standard dual jack interface. Jack connection
must be capable of remote operation of no less than twenty-five (25)
feet from associated console. Headset/handset and footswitch devices
are required for existing configuration with growth potential to ten
(10) consoles. Touch screen monitors for operator console must be at
least fourteen (14) inches diagonally. Touch resolution shall be a
minimum of 128(X) by 128(Y) pattern. Pixel resolution of monitors must
be 800X600 minimum. Each console screen should be user defined with
multiple configurations. The system must be capable of interfacing the
following types of communications mediums: Military and commercial
radios: UHF -- 400 MHZ (Motorola Desktrac) VHF/AM -- 138 Military style
radio, VHF/FM -- 136-174MHZ Motorola Radius style. UHF -- Air-to-Ground
200-350MHZ Military radios. HF/SSB -- 2-30MHZ (military radio) Remote
head with frequency selection. VHF/AM -- 118-136MHZ Air-to-Ground
Airfield coordination Commercial Style radio. VHF/FM -- Radio repeater
network with tone remotes (160-174MHZ) Motorola MSF5000 dual channel
repeater. Telephone Interfaces: Up to ten (10) analog or digital PBX
extensions from Nortel Meridian one (1) switch per control center. Up
to fifteen (15) switched or non-switched ring downs (one-way and
two-way) per control center. Up to five (5) external CO lines per
control center. Up to three (3) external specialized ring downs per
control center. Up to three (3) specialized conference bridges per
control center. Intercom capability within and between control centers
with group and all-call capability. Connection to zoned paging
systems. Alert paging connection to commercial system. Connection to
alarm annunciator panel. Other requirements: Operating consoles should
have security protection capability (password protect), each line or
circuit must be recordable by selection, separate volume controls for
each operator console, system should be UPS protected. Equipment must
meet all of the above requirements, meet or exceed existing AVTEC
System specifications and must be delivered on site ready for
installation on 15 September 1998. Offers should include installation,
cost for programming terminals to match existing AVTEC DSPatch
configurations and include all necessary cables and connectors to meet

the format in Subpart 12.6, as supplemented with additionalinformation
included in this notice. This announcement constitutes the only
solicitation; proposals are being requested and a written solicitation
will not be issued. This synopsis/solicitation is issued as Request
for Proposals (RFP) DAHA1798R2004; the solicitation and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-04. This is a 100% small busines set-aside; see numbered

applies; speicifc evaluation criteria are (i) technical capability of
the item offered to meet Government requirements, (ii) price and (iii)
past performance. Technical capability and past performance, when
combined, are of equal weight to price in evaluating offers. Offerors
