Acquisition Center, CBDCOM Branch, is seeking comments from industry to
a draft Request For Proposals (RFP) for the anticipated award of a
competitive two year multiyear firm fixed price contract to produce the
Joint Warning and Reporting (JWARN)-M27 Multipurpose Integrated
Chemical Agent Alarm (MICAD) with initial spare and repair parts. No
proposals will be accepted at this time, however, comments in regards
to the draft RFP package to include the performance specification and
statement of work are encouraged. The JWARN-M27 MICAD has been
developed to provide an integrated Nuclear, Biological, and Chemical
(NBC) detection and warning system capability to U.S. forces throughout
the air-land battlefield. The JWARN-M27 MICAD consists of five
standardized components and their corresponding cables and brackets:
the Display Control (DC), the Universal Interface Unit (UIU), the
Communications Interface Unit (CIU ), the Telemetry Link Radio (TLR),
and Personnel Alarm (PA) pagers. With the exception of the M1 Tank
requirement, each of these components is included in the JWARN-M27
MICAD requirement and this acquisition, along with the corresponding PA
address programmer. A reading room for this procurement will be
available at the Edgewood Area of the Aberdeen Proving Ground, MD.
Interested parties are instructed to contact the Contract Specialist or
the Contracting Officer for information on the reading room. It is
anticipated that a Level III Advanced Planning Briefing for Industry
(APBI) will be held at the Edgewood Research, Development, and
Engineering Center (ERDEC) on 19 Aug 98. Comments on the Performance
Specification and the Statement of Work are requested to be submitted
in writing to the Contracting Officer no later than 7 working days
prior to the APBI. At the conclusion of the APBI, the Government
intends to incorporate comments received from industry and issue the
final solicitation electronically. It is anticipated that the final
solicitation will be a Best Value Acquisition. The draft RFP may be
found on the Internet at the following site:
http://ss-cbiac.apgea.army.mil:448/. This will be the only announcement
published in the CBD for both the draft RFP and the final solicitation
for this acquisition. No funds are currently available for this
acquisition; therefore, the Government does not intend to represent
that the release of this Draft RFP will result in the release of a
final solicitation for this acquisition. It is anticipated that there
will be a total of 218 systems to be manufacture and delivered under
this contract in various configurations set forth in the Statement of
Work. Please note that Distribution Statement C applies to this RFP.
