combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. The solicitation number is
263-98-P-(AB)- 0039 and is issued as a Request for Proposal (RFP). The
solicitation/contract will include all applicable provisions and
clauses in effect through FAC 97-04. The standard industrial code (SIC)
is 3826 and the business size is 500 employees. The National Institutes
of Health, National Institute of Child Health and Human Development,
and Infectious Diseases, Bethesda, Maryland, has a requirement to
acquire two (2) Ultrasound Systems and one (1) Workstation The NIH
intends to contract with AT&T Capital Corporation, 2 Gatehall Drive,
Parsippany, N.J. 07054, the only known source for this particular
equipment. The equipment shall be capable of the following performance
specifications: 1. Shall use all digital broadband beamforming
technology. The beamformers shall simultaneously process received
frequencies from 2 MHz to 10 MHz. 2.. Shall have digital broadband
parallel signal processing to reduce speckle noise artifacts provide
tissue contrast and resolution characteristics. 3. Shall be capable of
supporting broadband curved, linear and phased array scanhead
technologies of 64 to 192 elements. 4. Shall have tissue specific
presets for each scanhead. The presets shall allow for user customizing
and program the following parameters: digital beamformer calibration,
digital signal processing calibration, 2D image processing, color
doppler processing, power imaging, doppler spectrum, and automatic
selection of measurement and analysis protocols. 5. Shall include a
automated doppler measurement function having the ability to calculate
peak systolic velocity, end diastolic velocity, mean velocity, minimum
diastolic velocity, heart rate, peak gradient, mean gradient, S/D
ratio, pulsatility index,VTI, acceleration index, deceleration index in
both real time and retrospectively. User shall be able to select the
amount of heart cycles used for automated calculation. 6. Shall provide
automatic lateral gain compensation for phased array technology to
provide consistent gain across sector lateral edges. 7. Shall provide
multiple methods of power imaging to include small vessel visualization
mode and heart wall motion mode. The specific power imaging mode shall
be automatically selected depending on tissue imaging chosen. 8. Shall
provide three methods of image modification: high resolution zoom,
digital reconstructed zoom, and modification of images from review
memory. 9. Both Ultrasound Systems shall be identical with the
exception of one system having an extra set of manuals, five scan head
capability, and breast scanning capability. 10.The Workstation shall
be an integrated stress eco-module used for stress studies as well as
archiving images. 11. For this particular acquisition the Government
will accept other than new equipment. The contractor shall deliver the
equipment within thirty (30) calendar days after date of contract
award. The Government will evaluate based on F.O.B. Destination and
acceptance at (Detroit, Michigan), and the requirements of FAR
52.214-21 "Descriptive Literature" apply. Proposals/Information
provided must demonstrate the equipment's ability to meet the
specifications described herein. FAR provisions 52.212-1 Instructions
to Offerors-Commercial, applies to this acquisition. Award will be made
to the technically acceptable low offer. A completed copy of the
provision 52.212-3, Offeror Representations and
certifications-Commercial Items, is required as part of the offer. The
clause 52.212-4 Contract Terms and Conditions-Commercial Items applies
to this acquisition. The clause at 52.212-5, Contract Terms and
Conditions Required to Implement Statutes or Executive
Orders-Commercial Items applies to this acquisition. The Contractor
will be paid following delivery, and acceptance of the equipment. The
proposed contract action is for supplies or services for which the
Government intends to solicit and negotiate with only one source under
the authority of FAR 6.302. Interested persons may identify to the
Contracting Officer their interest and capability to satisfy the
Government's requirement with a commercial item within 15 days of this
notice. A determination by the Government not to compete with this
proposed contract based upon responses to the notice is solely within
the discretion of the Government. Information received will normally be
considered solely for the purpose of determining whether to conduct a
