Officer, acapron@do.usbr.gov. The Bureau of Reclamation intends to
negotiate on a sole source basis with Iris Power Engineering in
Etobicoke, ON, Canada, M9C1B2.This procurement is being conducted under
the Simplified Acquisition Procedures (SAP). The proposed action is for
supplies/services for which the Government intends to solicit and
negotiate with only one source under the authority of FAR 6.302-1. The
Government believes that only one responsible source can provide the
supplies/services that will satisfy the agency requirements. A
justification for Other than Full and Open Competition has been
prepared in support of this acquisition. Firms that recognize and can
provide the required items and services described above are encouraged
to identify themselves and give written notification to the
Contracting Officer. Firms believing they can provide similar required
items and services must provide supporting evidence that they can
furnish a PDA-IV Analyzer including tester, manual, necessary cables,
transit case, PD View software,user selectable RS232 and Ethernet
communications interface; with the PDA multiplexor option. The
specifications are: 1) Multi-platform capability 2) Pulse magnitude
analysis range, 20mV to 4000mV 3) Pulse phase analysis 4) 3dB
bandwidth, 0.1 to 350 MHZ 5) Noise cancellation 6) PDA multiplexing --
up to six couple pairs 7) Control and display -- RS232 and Ethernet
communications interfaces 8) PD display software -Windows 95 format 9)
Portability -- approximately 10Kg The sole-source contract is
justified based on the unique qualifications and specifications of this
PDA-IV Analyzer. The Government considers the equipment specified as
proprietary and proposes to issue a purchase order with that firm under
the authority of FAR 6.302-1. Firms who feel they can furnish the
required item (based upon the criteria specified herein) are invited to
submit in writing an affirmative response to this announcement within
5 days of publication. An affirmative response includes pricing data
and materials which correspond to the required item stated herein. All
responses from responsible sources will be fully considered. This
notice is not a request for competitive quotes. Information received
will be considered solely for the purpose of determining whether to
conduct a competitive procurement. Inquiries will only be accepted by
