66 -- IDIQ CONTRACT FOR HEWLETT-PACKARD (HP) 3070 TEST FIXTURES SOL DAAC7-98-R-0005 DUE 083198 POC Contract Negotiator, Marilyn Watkins, (717)895-7918; Contracing Officer Joyce K. Bednar (717)895-6369 Contractor will be required to fabricate new fixtures to be used with HP 3070 board test systems. Contractor shall generate/extract XY drill data from mylar and unpopulated printed circuit boards. The data shall be furnished to and received from the contractor via file transfer protocol via the internet, e-mail using attachment, or 3.5 inch floppy disk. Fixtures are to be fabricated using HP-442200S/L (single testhead and double testhead bank) simplate express fixture kits. Only HP44275P or HP44275R personality pins shall be used in the fixture. Fixtures shall be fabricated using the construction methods per "Building Board Test Fixtures" manual, HP part 44930. Contractor shall be capable of drilling for 0.100, 0.050 and 0.025 center spaced components. Installed options may include but are not limited to HP "Test Jet" probes, compatibility with HP performance port, internal interface wiring using semi-rigid cabling to connect RF signals up to 2 Ghz provided by the HP performance port, addition of loads/signal conditioning, breadboard of ICS, pull up resistors and impedance matching. Vendor may be required to provide up to 100 hours per year of engineering support for the resolution of out of the ordinary test fixture design problems and for retrofit of existing Government-owned test fixtures. Fixtures are required to be 100% defect free from opens and shorts by the contractor using commercially available automated test equipment. Resultant contract for a base period of one year with the option to extend the term of the contract for an additional four, one year periods. Guaranteed minimum estimated at 10 ea fixtures per year. Maximum fixtures per year is 45-60 ea. Delivery requirement for fixture fabrication is approximately 21 calendar days after receipt of order. Delivery F.O.B. Destination Tobyhanna Army Depot, PA. Performance time for engineering support will be established in delivery order issued for same. Award evaluation will consider price and past performance and contractor must be an active HP Channel Partner. This acquisition is being conducted in accordance with FAR Part 12 procedures for the acquisition of commercial items. Approximate issue/close dates are 10 AUG 98/31 AUG 98.
