synopsis/solicitation for commerical items prepared in accordance with
the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals/bids are
being requested and a written solicitation will not be issued. The
solicitation documents and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular (FAC) 97-6. This
solicitation is under Simplified Acquisition Procedures (SAP) and is a
100% set aside for Small Business. The Standard Industrial
Classification Code is 3829 and the Business Size Standard is 500
employees. The contract is a Firm-Fixed Price, Indefinite
Delivery-Indefinite Quantity Contract based on one year plus four (4)
one year options contingent upon availability of funds. This will be a
"Brand Name or Equal" solicitation for sixty-eight (68) ChemRad
Response Kits -- Technical Safety & Rescue Products, Sandston, VA. The
equal must include all of the items in the following kit: The minimum
requirement is sixty-eight (68) each with a maximum of one hundred
(100) each. ChemRad Response Kit Part Number/Description #CRRK-RLS-EXP,
Chemical/Radiological Response Kit complete with the following: CLIN#
1: one (1) Multi-RAE, 02, LEL, CO, HS, 10.6eV w/boot, includes:
Instrument w/sensors for 02, LEL, CO, H2S & 10.6eV Lamp, onboard
sampling pump, datalogging w/ProRae 50 software and computer cable,
alkaline battery pack, nicad battery pack w/12V charger, cal adapter,
inlet probe 3", water trap filter, carbon filters, quick reference
guide, monitor case, shipping case, manual, cylinder bump gas, layout
chart w/reorder info complete with part numbers and quantities, one (1)
Ludlum Model 2241-21 modified to Virginia Standards, one (1) Model
44-88 Pancake G-M Detector, one (1) Model 44-9 Pancake G-M Detector,
one (1) Model 44-6 Thin Wall G-M Detector, two (2) books -- M8 Paper
(25 sheets per book), two (2) M9 Paper Tape (10 m each roll), one (1)
M256A1 Kit (12 detectors per box w/1M-8 packed), four (4) Radiation
Pager-S form Sensor Tech Engineering, one (1) PH Paer (0-14) Dual range
Jumbo (7/32" tape) Jumbo dual roll dispenser contains two 50' rolls and
2 color charts, one (1) Water finding test paper 50' x 1/2" roll in
dispenser, one (1) 3-year Maintenance Contract, Includes: 6 visits to
maintenance facility over the term of the contract to include all parts
that fail through normal wear and tear. a. Inspection, PM and
calibration of RAE equipment twice annually, b. Inspection, PM and
calibration of LUDLUM equipment twice annually, c. Inspection, PM and
calibraton of Radiation Pager equipemnt twice annually, d. Hard copy
written report of all work done and hard copy calibration certification
for the file, one (1) Waterproof, unbreakable case w/foam inserts with
cutouts, wheels, pressure relief valve, tri-hinged construction
lifetime breakage warranty, one (1) Layout chart, one (1) Reorder info
chart. The above listed characteristics are intended to be
descriptive, but not restrictive. Unless clearly marked that the vendor
is quoting on an "equal" the offered item shall be considered as the
brand name product referenced in thi announcement. If the vendor
proposes to furnish an "equal" product, the brand name, if any, of the
product to be furnished shall be inserted on the proposal. The
evaluation of quotations and the determination as to equality of the
product shall be the responsibility of the Government and will be based
on information furnished by the vendor. The purchasing activity is not
responsible for locating or securing any information which is not
identified in the quotation and reasonably available to the purchasing
activity. To ensure that sufficient information is available the
vendor must furnish as a part of his quotation all descriptive material
(such as cuts, illustrations, drawings, or other information) necessary
for purchasing activity to determine whether the product meetss the
salient characteristics of the requirement. If the vendor proposes to
modify a product so as to make it conform to the requirements of the
announcement he shall include a clear description of such proposed
modifications and clearly mark any descriptive material to show the
proposed modifications -- FOB-Destination to FBI, Engineering Research
Facility, Quantico, VA -- Delivery begins 30 days ARO -- All bids
shall be submitted to the addresslisted above no later thatn 4:00 p.m.
DST, 8/12/98 and be clearly marked with RFP #7204. The following
clauses and provisions are incorporated by referenced and apply to this
acquisition: FAR 52.212-4 Contract Terms and Conditions -- Commerical
Items (Oct 1995). Each offeror shall include a completed copy of the
FAR provisions at 52.212-3, Offeror Representation and Certifications
(May 1996) with its offer. All responsible sources may submit a
quotation which, if timely received, shall be considered. Government
will award to the responsible offeror whose offer conforming to this
solicitation will be most advantageous to the government, price and
other factors considered. Offerors will be evaluated in accordance with
FAR 52.212-2 Evaluation-Commerical Items (Oct 1995). The following
factors shall be used to evaluate offers: Technical Specifications and
