SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH
THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL
INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE
ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN
SOLICITATION DOCUMENT WILL NOT BE ISSUED.*****This solicitation,
#53SBNB860115, is a Request for Quotation (RFQ). The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-05. This acquisition is
set-aside 100% for small business. The associated Standards Industrial
Classification Code (SIC) for this procurement is 8711, and the small
business size is $2.5 Million. *****The National Institute of
Standards and Technology (NIST) has a requirement for (CLIN #001) a
quantity of one (1) Photovoltaic Multi-tracer Tester instrument. The
instrument will be used to evaluate multiple building integrated
photovoltaic modules and to capture the current versus voltage curves
while electrically loading the modules at maximum power conditions. The
instrument shall meet the following specifications: [1] The instrument
shall permit peak power, fixed voltage, or user-set voltage profile
electrical loading; [2] The instrument shall permit periodic I-V curve
measurements of attached modules; [3] The instrument shall measure
solar radiation as sensed by pyranometers and reference cells; [4] The
instrument shall measure multiple ambient temperatures; [5] The
instrument shall be capable of dissipating 2400 watts of power under
steady-state conditions; [6] A 2-wire half-duplex RS-485 connection
shall be provided; [7] An external RS-485 to RS-232 converter box shall
be provided; [8] A 3-foot cable shall be provided to connect master box
to slave box; [9] A 14 bit or greater analog to digital converter shall
be used within the instrument; [10] The instrument shall be supplied
with a Windows-based software control program that implements all data
acquisition features as well as timing, averaging, and data storage;
[11] The software program shall allow the user to set the parameters
and port for adding auxiliary string data; [12] The instrument shall
meet Input Specifications and Accuracy Requirements (OFFERORS

required within 90 days After Receipt of Order (ARO). Delivery location
is the National Institute of Standards and Technology, Building 301,
Receiving Room, Gaithersburg, Maryland 20899-0001. The FOB Point shall
be Destination, Gaithersburg, Maryland. ***** The following FAR
provisions apply to this solicitation: 52.212-1, Instructions to
Offerors-Commercial; 52.212-2, Evaluation-Commercial Items. *****
Evaluation Criteria to be included in paragraph (a) of provision
52.212-2 are, in descending order of importance, as follows: (A)
Technical capability to meet or exceed the Government=s specifications
(offerors shall submit a quotation addressing all required
specifications, and shall provide descriptive literature and price list
for CLIN Item # 001; (B) Past Performance (offerors shall submit
evidence of having produced and sold comparable units, with indication
of performance success); and (C) Price. Technical evaluation criteria,
when combined, are significantly more important than price. ***** The
Government will award a purchase order resulting from this combined
synopsis/solicitation to the responsible offeror whose quotation,
conforming to this synopsis/solicitation, will offer the best value to
the Government, price and other factors considered. Offerors shall
address all requirements in this combined synopsis/solicitation, and
shall provide clear evidence of understanding and the ability and
willingness to comply with the Government's specifications of need.
Failure to address a specification/requirement will be construed by the
Government as inability to meet the need, or the offeror's taking
