E-MAIL: Bill Bradley, William.R.Bradley.1@gsfc.nasa.gov. NASA/GSFC plans to issue a Request for Quotation (RFQ)on a sole source basis for GOLD SUPPORT TO DEVELOP AN INTEGRATED PLANNING FUNCTION. THE CONTRACTOR IS REQUESTED TO SUPPORT THE ITERATIVE DEVELOPMENT OF A PLANNING AND SCHEDULING COMPONENT, TO BE USED TO GENERATE AND ADAPT SPACECRAFT ACTIVITY PLANS FROM END-TO-END (SCIENTIST TO MISSION). DELIVERABLES WILL INCLUDE AN INITIAL SET OF HIGH LEVEL REQUIREMENTS, AN INTERFACE CONTROL DOCUMENT, AND AN OPERATIONS CONCEPT, WHICH SHOULD BE REVIEWED BY THE CAPE TEAM AS WELL AS POTENTIAL USERS OF THE SYSTEM. FOLLOWING APPROVAL, THE SYSTEM SHOULD BE DEVELOPED UNDER THE SPIRAL METHODOLOGY. A PROTOTYPE IS EXPECTED TO BE MADE AVAILABLE FOR REVIEW AND FEEDBACK UNDER AN AGREED UPON SCHEDULE. THE PROTOTYPE SHOULD BE DESIGNED TO BECOME OPERATIONAL IN SUPPORT OF FUTURE MIDEX AND OTHER MISSIONS. THE SYSTEM SHOULD BE COMPATIBLE WITH THE COLLABORATVE ADVANCED PLANNING ENVIRONMENT (CAPE) FRAMEWORK AS WELL AS THE ALTAIRMCS FRAMEWORK AND, IT SHOULD BE ABLE TO FUNCTION AS A STANDALONE PRODUCT IN CONJUNCTION WITH OTHER OTS MISSION CONTROL SOFTWARE. THE SOFTWARE SHOULD ALSO BE ABLE TO FUNCTION IN AN ON-BOARD ENVIRONMENT. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items from ALTAIR AEROSPACE CORPORATION AS THEY ARE THE ONLY KNOWN DISTRIBUTOR OF THESE PRODUCTS. THE AUTHORITY IS 10 U.S.C. 2304(c)(1), ONLY ONE RESPONSIBLE SOURCE. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
