This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/LeRC intends to purchase the items from Cadence Design Systems, Inc. The specific items are: RF Communications Library; SPW Matlab Interface Library, ISL Library for interactive Simulations, and approximately 1 year of Maintenance for these packages. These items are being purchased to enhance the current capability, and must be compatible with the currently-owned Cadence software. THIS IS NOT A SOLICITATION. IT IS MERELY AN ANNOUNCEMENT OF LERC'S INTENTION TO PURCHASE THE CADENCE PRODUCTS. TO BE CONSIDERED, ANY RESPONSE TO THIS ANNOUNCEMENT MUST INCLUDE A CLEAR EXPLANATION OF THE COMPETING PRODUCT'S CAPABILITIES AND SUFFICIENT INFORMATION TO ALLOW LERC TO DETERMINE WHETHER THE COMPETING PRODUCT IS FULLY COMPATIBLE WITH CADENCE PRODUCTS ALREADY IN USE AT LERC. Any questions concerning the technical requirement must be submitted in writing to the Contracting Officer, preferably via e-mail. Interested firms have FIFTEEN days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after August 15, 1998, with or without the required information, will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
