seismic vulnerability of highways, tunnels, and bridges on the
Federal-Aid highway system and other surface transportation system, and
to develop and implement cost-effective methods to reduce such
vulnerability. It is envisioned that this study will last approximately
six years. The FHWA plans to negotiate a contract with the
Multidisciplinary Center for Earthquake Engineering Research (MCEER)
Center [formally the National Center for Earthquake Engineering
Research (NCEER) Center] at the University of New York at Buffalo. This
is a Congressionally approved sole source study as TEA-21, Title V,
Section 5001(c)(1)(B) requires the FHWA to conduct the program through
