EPA's National Risk Management Research Laboratory (NRMRL), Systems Analysis Branch of the Sustainable Technology Division is soliciting quotations on conducting research to advance the methods, data base, and applications of normalization for life cycle impact assessment (LCIA). There are three major components to this work: 1) a comprehensive review of the breadth of demonstrated and possible methods for normalization, drawing on both the international literature and the wider field of multi-attribute decision analysis; 2) development of a first US Normalization Database, and establishment of mechanisms within the Federal Government, potentially including a private/public partnership, to ensure that the database becomes self-sustaining; and 3) use of the normalization database to investigate the relative environmental criticality of various sectors of the economy or various commodities produced and consumed within the economy from an LCIA perspective. The period of performance will be 12 months from the date of award. EPA intends to issue a request for written quotations (RFQ). The RFQ-OH-98-00312 will be issued on or about August 12, 1998 with written quotations due on or about August 27, 1998. All responsible sources may submit a written quotation which will be considered by the Agency. Requests for RFQ must be in writing. NO TELEPHONE REQUESTS WILL BE ACCEPTED.
