Code DAAB07) This special notice is provided to inform industry of a
determination by the U.S. Army Information Systems Engineering Command,
Fort Huachuca, Arizona to consolidate some of their requirements into
an "omnibus" contract. In an effort to minimize the impact of the
Army's and USAISEC's changing environment, with downsizing, resource
decrements, changes in acquisition regulations, and other internal and
external constraints, the USAISEC commander and his command group
determined the consolidation to be in the best interest of USAISEC's
mission. At this time, the following requirements will be consolidated:
Information Mission Area (IMA) (contract #DAEA32-95-D-0001, Science
Applications International Corporation); Technical Integration
Engineering Support (TIES) (contracts #DAAB07-98-D-0004, 0005, and
0006; Frontier Applied Sciences, Inc., EER Systems, Inc., Research
Analysis and Maintenance, Inc.); Quality Assurance, Acceptance Testing
and Test and Evaluation (QAATTE) (contracts #DAAB07-97- D-0002 and
0003; Correa Enterprises and FC Business Systems); and Information
Security Engineering (INFOSEC) (contract #DAAB07-97-D-0001, J. G. Van
Dyke and Associates). USAISEC is currently in the initial acquisition
planning of this consolidation in coordination with the
Communications-Electronics Command (CECOM) Acquisition Center and our
legal advisors to ensure that all options and issues are thoroughly
considered. Additionally, the small business program will remain a
priority with USAISEC and the acquisition strategy will be focused
towards allowing the maximum participation for small businesses.
Further notices will be published as the acquisition strategy is
established. Milestones are not established at this time, but to ensure
continuity of servies, we are projecting award of the omnibus contract
in the fourth quarter of fiscal year 1999. Posted 07/28/98
