The acquisition will be subject to Part 12 of the Federal Acquisition Regulations (FAR) regarding the acquisition of Commercial Items, to FAR Part 13.5, Test Program for Certain Commercial Items, regarding the Application of Special Simplified Procedures to Commercial Items and Services, and to the principles of past performance evaluation as covered by FAR 12.206. A Request for Quotation (RFQ) will be issued requesting a single source to supply library subscription services to the SSA Library located in Baltimore, Maryland and to approximately 500 micropurchasers located in the Baltimore-Washington-Virginia area. The Contractor shall provide basic library services which include placing new and renewal orders with publishers, prepaying publishers; claiming missing, defective or mutilated issues, and handling any discrepancies with the publisher. The period of performance shall be for a base year and one option year beginning on or about 11/1/98. The solicitation SSA-RFQ-99-3589 will be issued on or about August 15, 1998 with responses due 10 days thereafter.
