No telephone requests will be accepted. The Department will issue the solicitation on or about August 14, 1998, and close on or about September 15, 1998. USDA is soliciting communications products in support of a risk management education initiative. Tasks include identifying target audiences, determining their understanding and use of risk management tools and strategies, developing media plans, creating messages, determining media placement, producing a quarterly newsletter, and assessing audience response to media messages. Specific requirements are: knowledge of agricultural risk management practices and familiarity with current farm policy. The contract period is expected to span 18 months. Separately from the costs of this contract, the USDA has set aside approximately $400,000 for media purchases.
