202-565-4307 The Department of Veterans Affairs (VA) is seeking a firm
for professional support services for a future Enhanced-Use
development of VA's William Jennings Bryan Dorn Department of Veterans
Affairs Medical Center, Columbia, South Carolina. The
market/feasibility study services are to include, but not limited to,
existing site data gathering, market feasibility and competition
analysis, and the development of market, legal and financing strategies
for a future enhanced-Use development plan for the Columbia VAMC site.
Upon completion and acceptance of the strategies for the development
plan, as an option a Business Plan may be prepared. -- Based upon the
results of the professional services being sought, VA plans to issue a
separate future solicitation for the development and operation that
will offer and provide, under it's Enhanced-Use Leasing program, a
nominal long term lease (up to 35 years) of its underutilized property
and facilities for the purposes of development as determined by this
study.In exchange for the long-term lease, a future selected
developer/operator would totally finance, construct new or utilize
existing facilities, operate and maintain the designate facility and
property for the term of the lease. In exchange for the nominal lease,
VA expects in return " in kind consideration" in a form yet to be
determined, that will enhance VA's mission of providing services for
veterans. -- Request for Proposal (RFP) documents will be available for
the professional services sought on July 29, 1998. Proposal submissions
are due September 2, 1998, 3:00P.M. EDT. Written or faxed requests for
