Non-Personal Service: Establish a Blanket Purchase Agreement to design, disassemble, move/install existing, and refurbish Knoll/ Herman Miller modular furniture systems in bldgs 2000, 2007 and 2012. This is a combined synopsis/solicitation for a commercial item. This announcement constitutes the only solicitation. Proposals are being required and a written solicitation will not be issued. This solicitation is issued as a request for quote. Request for solicitation number F41650-98-Q-0036. Solicitation documents and incorporated clause provisions and clauses are those in effect through Federal Acquisition Circular dated Oct 1995. SIC Code: 2522, DO Rating: S10. Offerors are requested to submit with their offer, in support of their price, catalogs, or price list and any reoccurring or non-recurring direct cost that will significantly affect their price. One Blanket Purchase Agreement will be awarded based on price competition. FOB: Destination is Kelly AFB TX 78241. FAR 52.212-4 -- Contract Terms and Conditions -- Commercial Items (Apr 98). FAR 52.222-4 -- Contract Work Hours and Safety Standards Act -- Overtime Compensation (Mar 86). Wage Determination #94-2521, Revision 16, is applicable. FAR 52.222-42 -- Statement of Equivalent Rates for Federal Hires (May 89). FAR 52.222-43 -- Fair Labor Standards Act and Service Contract Act -- Price Adjustment (May 89). FAR 52.222-47 -- Service Contract Act Minimum Wages and Fringe Benefits. The Statement of Need is as follows: Contractor to furnish all labor, equipment and materials to establish Blanke Purchase Agreement to design, disassemble, move/install existing, and refurbish Knoll/Herman Miller modular furniture systems in bldgs 2000, 2007 and 2012. 1. General. Applicable provisions of the contract clauses and schedules of the Blanket Purchase Agreement will govern work under each section of this document. Only qualified contractors with at least two years experience shall be used for this work. 2. Performance Period. Three years -- ASAP to 30 Sep 2000. 3. Scope of Work. All work shall be in conformance with this document and related drawings, including the furnishing of all labor, plans, tools, equipment, and services necessary and incidental thereto. The work required to be performed by the contractor consists of, but is not limited to, the following items: 4. Design Space Planning. Contractor will provide, with the use of a Government furnished computer, customers building floor plan drawings for use of planning new or redesign furniture layouts in single or multiple areas. Drawings will include 2-dimensional and 3-dimensional print outs/copies as needed. Planning will also include any meetings for coordinating with other vendors or contractors. 5. Installation. Contractor, during normal business hours, will assemble and install any panel systems or freestanding office furniture purchased by customer. Any damages that occur during shipping or installation will be the contractor's responsibility. 6. Moving/Installing. Contractor will provide all tools, equipment, and manpower to take apart, move and reinstall any panel systems or casegoods, or to move products to a storage or other specified locations, and also, to move from storage to job site. 7. Refurbish. Contractor will apply new fabric to panels, tack boards, and flipper door fronts. Contractor will apply new paint to all metal surfaces; new laminate to work surfaces; plastic T- Edge to work surface edges; and will resize or cut work surfaces, if needed for reuse. Contractor will transport all materials to the shop at contractor's warehouse and transport all materials back to customers job site. Approximately 10%. 8. Electrical. Contractor will provide a certified electrician for connecting any power feeds to customer's building power supply. 9. Storage. Contractor will be responsible for managing customers onsite storage provided by customer. 10. Inventory. Contractor will keep and manage inventories of customer's products and customer's needs, as required, for furniture to be refurbished, stored or disposed, and moved for ongoing project. Contractor will provide the Government with a copy of any inventory made with locations of all products. 11. Cleanup and Repair Site at Completion of Project. Contractor shall take all necessary precautions to avoid damage to existing surroundings, including but not limited to, floors, ceiling, walls, steps and any damage shall be repaired or replaced at no additional cost to the Government. 12. Inspection. The user's representative in addition to those required by the controlling officer will make a final inspection. 13. Special Instructions: 13.1. Security escorts are required fo this project. Contractor must submit his proposed work schedule seveydays prior to starting work. 13.2. The contractor shall be responsible for the storage and safekeeping of all materials and equipment used in this work. The contractor shall store, handle, or transport the materials in an approved area only. Such materials must be stored only in amounts necessary for immediate use. 13.3. The contractor shall remove all refuse, debris, and expended materials from the job site daily to a disposal site outside the physical boundaries of the installation. The contractor shall not wash concrete, dust, refuse or chemicals into the yard or building drains. 13.4. The buildings in the area will remain in a fully occupied state during this construction period. The contractor shall barricade and sign the work area to control traffic at hazardous conditions. 13.5. The contractor will have the capability to identify needed parts to support both Knoll/Herman Miller modular furniture systems. A list will be provided to the Government representative who will place calls for these needed parts under F41650-98-A -- -- - and not under this Blanket Purchase Agreement. These parts will then be delivered to the contractor for his use under this Blanket Purchase Agreement. 14. If your concerns are not satisfied by the contracting officer, an Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of an acquisition. The Ombudsman does not diminish the authority of the program director or Contracting Officer, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentially as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
