This Request for Proposal (RFP) is issued as a competitive 8(a) set-aside pursuant to Section 8(a) of the Small Business Act. Award of a contract will be made to the responsive, responsible offer whose proposal offers the best value to the government. Best value will be determined based on an integrated assessment of each proposal in terms of price, experience, and past performance. There is no geographical restriction. The Small Business Administration (SBA) Requirement number is 0914-98-804924. Joint Ventures are allowable on competitive 8 (a) set-asides, however, the joint venture agreement must be received by SBA prior to proposal due date and approved before award of a resulting contract. If you are contemplating a joint venture on this project, you must advise your assigned Business Opportunity Specialist (BOS) as soon as possible. It is also recommended that the agreement be submitted as soon as practicable to ensure compliance with established regulations. Any corrections and/or changes needed can be made when your BOS has adequate time for a thorough review before the proposal due date.
