The Naval Facilities Engineering Command Contracts Office Port Hueneme, CA intends to issue an unrestricted competitive solicitation for the purposes of negotiating and awarding a Fixed Price Indefinite Delivery Indefinite Quantity contract for a base year and four one year options to provide services in support of the Construction Basic Veteran (CBVET) Techical Training Program. These courses are to be held at the Naval Construction Training Center (NCTS) Gulfport, MI; Port Hueneme, CA and other Continental United States locations. The Technical Training Courses include Builder Phase I & II, Steelworker Phase I & II, Equipment Operator Phase I & II, Construction Mechanic Phase I & II, Construction Electrician Phase I & II, and Utilitiesman Phase I & II. The Government will provide and maintain all training support which materials includes: facilities, equipment, spare parts, supply support maintenance, curricula materials, technical references, technical training equipment, training aids, safety equipment and personnel protective clothing for courses taught at NCTS Gulfport, MI and Port Hueneme, CA. If training is required at other locations, the Contractor shall provide lesson plans, trainee guides, reference material and all logistic support including training equipment for the above reference courses if not provided by the Government. The SIC Code for this procurement is 8249 and Small Business size is $5 million average gross income for the last 5 years. The procurement will be considered for a 100% small business set aside dependent on the number of qualified small business expressing interest. Interested small business concerns shall respond within 10 days after this notice and provide evidence of their capability to perform the training services and have access to the training equipment in locations outside of the NCTS Gulf Port, MI and Port Hueneme, CA. If there are less than two qualified small businesses responding the procurment will be solicited as unrestricted without further notice.
