Facility. A drawing, specification and disk package will be furnished.
The scope of work is to complete design/engineering from 30% complete
to 100% and to construct a new building on a 5.6 acre site. Work
includes a retail store, workroom, loading dock and equipment, support
areas and covered carrier parking. The building will be constructed
using a steel frame, masonry walls, concrete slab on grade, roof
system, metal stud and gypsum board interior partitions and acoustical
ceilings. Complete plumbing, HVAC and electrical systems will include
roof tip units, power, lighting and alarm systems, two security camera
systems and fully sprinkled and fire protection systems as required by
local code and USPS requirements. Also included in the development of
the 5.6 acre site is parking for customers, employees, postal
vehicles, loading dock maneuvering area, mail drop box area and
complete landscaping, fencing storm water management systems, site
development includes paying/obtaining all permits to tap connections
and utility connections/development. Offeror must have a minimum of
five (5) years experience as a design/build contractor and must have
satisfactorily completed at least five (5) projects of similar size and
scope. Other requirements include the following: (1) Successful
completion and favorable references for similar projects; (2) Financial
stability. The proposals will be evaluated in the areas listed in
descending order of importance: (1) technical and managment proposal,
(2) cost/price, (3) previous experience, (4) references, (5) financial
stability. One entity performs both architecture-engineering and
construction under one single contract providing single source
responsibility for delivering the project design and construction. The
successful offeror will be responsible for the design (utilizing USPS
MSBD software and AutoCadd 12) and construction of the Elkins Park
Main Office, 19027-9998 under the one contract, subject to USPS
inspection. Award will be made to the offeror determined to be most
advantageous to the Postal Service. A MANADATORY Preproposal conference
has been scheduled for: August 4, 1998 @ 10:00 am at the site. The
estimated price range is between $2,750,000 and $3,250,000 with
completion required within 300 calendar days after receipt of the
Notice to Proceed. Solicitation packages will be available on or about
