POC Contact Point: Connie E. Mease, Contract Specialist, 202-267-2502:
Cecelia Royster, Contracting Officer, 202-267-2525 THIS IS A REQUEST
FOR INFORMATION ONLY. The U. S. Coast Guard is contemplating a
replacement of the radar system currently installed on its 42 HH-60J
aircraft. Currently, each of the Coast Guard's HH-60J aircraft is
equipped with an Allied-Signal RDR-1300C Weather/Search Radar. The
purpose of this notice is to (1) identify commercially available radar
systems which can enhance and improve the Coast Guard's ability to
detect, and possibly classify, small surface targets from the HH-60J
and (2) identify potential sources with the capability and experience
to perform the radar replacements. The capability to reliably detect a
20-foot boat in a sea state of 3 or less is a desired feature.
Additionally, general requirements of the replacement radar system
include but are not limited to: (1) The system must be NVG compatible;
(2) Must meet or improve on the current system's requirements for
weight and size limitations, power requirements, environmental factors,
and weather/terrain detection, mapping and avoidance; (3) Must meet or
exceed industry standards for reliability; and (4) Must not degrade
the flight characteristics of the aircraft. This IS NOT a
pre-solicitation notice that constitutes an Invitation for Bid or
Request for Proposal and IS NOT to be construed as a commitment by the
Government. The Government WILL NOT reimburse contractors for any
costs incurred in responding to this notice or subsequent exchanges of
information. Organizations having the required expertise and
capabilities are invited to submit information discussing such
capabilities in a technical capability outline. Comments do not
constitute a proposal; rather, will be considered as an open exchange
of capabilities and ideas. Respondents will not be notified of the
results of the source data received, nor will a source list be
provided. The response date for this request is 30 Aug 98. Responses
may be submitted via mail, faxed to (202) 267-4019, or e-mailed to
