Request For Information Aircraft Tracking System. The U.S. Coast Guard
is requesting information for planning purposes only. This synopsis
does not constitute a formal Invitation for Bid or Request for Proposal
and is not to be construed as a commitment by the Government. The
Government does not intend to pay for the information received. The
Coast Guard is seeking information from industry to determine if a
non-developmental aircraft tracking system is currently available. The
system shall, at a minimum, display currently latitude and longitude
of the tracked aircraft. Information such as course, speed, and bearing
are also desired. The tracking system shall consist of both airborne
and ground based components to allow tracking of airborne assets.
Ground based systems would also include shipboard installations. The
Coast Guard is particularly interested in the following: 1) weight; 2)
physical dimensions; 3) navigation systems used for determining
aircraft position (GPS, INS, RNAV); 4) data buss format (1553, ARINC
429, etc.); 5) method used to display information; 6) moving map
support; 7) messaging capability; 8) level of operator intervention
required (automatic position reporting vice operator initiated); 9)
area of coverage, including coverage at polar latitudes; 10) aircraft
modifications necessary to install the system; 11) susceptibility to
harsh environments (salt fog, heat, vibration, etc.) and 12) all
platforms presently using the system. The response date for this
