synopsis/solicitation for commercial items per FAR 13.5 utilizing the
format in FAR 12.6, as supplemented with additional information
included in this notice. This announcement constitutes solicitation
N63394-98-T-0285. A written solicitation will not be issued. This
combined synopsis/solicitation incorporates provisions and clauses in
effect through Federal Acquisition Circular 97-6. The Standard
Industrial Classification Code (SIC) is 3531 and the business size is
750 employees. The contract line item quantity and unit of measure is:
CLIN 0001 -- Trommel Screening Plant, portable, trailer mounted,
diesel-engine-driven, with fold out oversize and fine materials infeed
conveyor conforming to the Performance & Salient Characteristics
listed below and General Requirements contained herein. The following
dimensions and unit weight are provided for packaging and
transportation purposes only: Dimensions: L-45ft x W-8ft-6in X
H-9ft-6in; Unit Weight: 38,000 lbs. PERFORMANCE & SALIENT
CHARACTERISTICS FOR CLIN 0001: Trommel Screening Plant shall separate
particle size, immediately disposing the large particles out, leaving
only the desired fine materials to pass through the screen. Shall
perform well in screening top soil, mulch, compost, aggregate and other
materials. Screening Plant: Portable and self contained; Road legal
fifth wheel tow arrangement; Min 110 horsepower diesel-engine-drive;
Hydraulic operating system; Structural tubing construction; Standard
hitch; Tail, brake and clearance lights; Tandem axle with springs;
Large unrestricted feed hopper; Fold out oversize and fine material
stacking conveyors with minimum discharge of 7ft. Screening drum;
Trommel type; Hydraulic motor powered; Standard solid rubber tires;
Standard literature containing sufficient technical documentation to
establish a bona fide capability to meet the requirement. This
procurement is intended to be used in separating particle sizes and is
an integral part of an In-Vessel Compost System. Four (4) copies of
the contractor's standard commercial operation and maintenance manuals
are required with the equipment. The equipment shall be assembled,
adjusted, lubricated, or otherwise serviced for operation when
delivered by the contractor to the receiving activity. Required
delivery of CLIN 0001 is 120 days after contract award. Delivery shall
be FOB Destination, Commanding Officer, Naval Air Station Whidbey
Island, 1170 West Lexington Street, Attn: Marylou Gonzales, Tel: (360)
257-1008, Oak Harbor, WA 98278-5000. TCN N00620-8127-X312. The
contractor shall be responsible for shipping equipment directly to the
activity. To assure the receiving activity is adequately prepared for
offloading and storage/installation of equipment, the contractor shall
notify the activity by letter of the estimated delivery date at least
two (2) weeks before the equipment is shipped. A copy of the letter
shall be sent to: Officer in Charge, Seabee Logistics Center, Attn:
Code 15L2, 4111 San Pedro Street, Port Hueneme, CA 93043-4410.
Notification of Project Completion: The contractor shall be responsible
for submitting a notification by letter advising of the completion of
all applicable contract requirements related to site requirements list
preparation, equipment delivery, consumable items delivery,
installation, start up, training and manuals. The letter shall serve as
a formal Project Completion Notice and shall be sent within 14 days
after the last contract requirement has been completed. A copy of the
letter shall be sent to: Officer In Charge, Seabee Logistics Center,
Attn: Code 15L2, 4111 San Pedro Street, Port Hueneme, CA 93043-4410.
WARRANTY: The offeror shall provide their Standard Commercial Warranty,
FOB destination is required. The offeror shall include information on
the length of warranty, effective date, specific terms and conditions
and warranty service provider with the company name and telephone
number. The provision of FAR 52.212-1, Instruction to Offerors --
Commercial Items (JUN 1997), applies to this acquisition. The
government intends to evaluate offers and award a contract without
discussions with offerors. Therefore, the offeror's initial offer
should contain the offeror's best terms from a price and technical
standpoint. However, the government reserves the right to conduct
discussions if later determined by the Contracting Officer to be

contract resulting from this solicitation to the lowest-priced,
