This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; a quote is being requested and a
written solicitation will not be issued. Solicitation number
N61339-98-Q-0780 is hereby issued as a request for quotation (RFQ) and
incorporates the provisions and clauses in effect through Federal
Acquisition Circular 97-4. This solicitation shall be awarded on a sole
source basis to Intermountain Design, Inc., Salt Lake City, UT. The
standard industrial classification code for this solicitation is 3861
with a size standard of 500 employees. The following items are
required: CLIN 0001: Spherical Display Screen (1 ea.). Statement of
Work dated 15 July 1998 applies and follows: 1.0 SCOPE. This statement
of work (SOW) establishes the requirements for the manufacture,
construction, installations, and surface finishing and painting for a
spherical, dome display. The dome shall be installed at NAWCTSD, 12350
Research Parkway, Orlando, Florida. 2.0 APPLICABLE DOCUMENTS. None.
3.0 REQUIREMENTS. The seller shall provide all necessary personnel,
supervision, materials, services, and equipment. (including any
necessary special automated apparatus needed to prepare and paint to
the interior surface of the dome.) 3.1 Display requirements. The
display shall consist of a truncated section of a 20-ft (nominal)
spherical shell. The interior is to be precision finished to enable
display of projected imagery of high quality, without blemishes or
variations in appearances which are not characteristic of the source
imagery. The following shall apply to the completed display as
installed finished and painted. 3.1.1 Configuration. The dome shall be
21-feet diameter inside. Other dome dimensions shall be as specified
below and in Figure 1. Figure 1 is notional and specific mechanical
details are subject of discussion with vendor. A rectangular opening
for entrance/egress shall be provided with two doors opening to either
side. The door interior shall be the cut-out section of screen, fitted
to blend in with the screen and to provide a light tight seal. A
flexible skirt or similar means may be used for as much as 2-feet of
the bottom of the door to achieve a light tight fit without
interference with the floor. A metal rim or similar means shall be
provided around the top and bottom. It shall be designed ensure
mechanical stability, to provide a means to attach other fixtures such
as lights, covers, and the like, and to distribute the weight
uniformly on the floor. The width of the floor pad shall be not less
than 3 inches. 3.1.2 Optical gain and uniformity. -- Average optical
gain shall be 3.0 +/- 0.4. Localized variations in gain shall not be
great enough to reveal blotches, streaks, lines, or other
irregularities in the observed gain (luminance) when the surface is
uniformly illuminated. The gain of any two nearby points (within 10
degrees, measured from the center) shall not vary by more than 5
percent throughout the screen area. No two points shall vary by more
than 10% for any two points. Adjacent panels of the display surface
shall be butted together and secured with bolted flanges on the
exterior. Joints shall be filled and finished to provide a smooth
continuous display surface with no gain variations in excess of 10
percent and no visual indications of the joints and seams. 3.1.3 Dome
material. -- The dome shall be constructed of rigid fiberglass with a
minimum thickness of 1/8 inch. 3.1.4 Exterior finish. -- The exterior
of the dome shall be painted per a color to be specified by the buyer.
3.1.5 Environmental requirements. Paint shall be latex based with low
or no VOC (volatile organic compounds). 3.2 Work tasks. The seller
shall provide all necessary personnel, supervision, materials,
services, tools and equipment. (including any necessary special
automated apparatus needed to prepare and paint to the interior surface
of the dome.) 3.2.1 Installation. -- The seller shall install the dome
in a designated room in the main NAWCTSD building in Research Park,
Orlando, Fl. The location and orientation in the room is to be
specified by the buyer. Figure 1 depicts the general layout. The room
size exceeds 30 X 30 feet with structural beams limiting vertical
clearance to approximately 11.5 feet. The projector support structure
may be already installed prior to screen installation. 3.2.2 Surface
preparation. -- The seller shall prepare the interior surface of the
dome panels, to include all necessary seam filling and sanding of the
panel surface, for application of the high gain paint. Extreme
uniformity of curvature and freedom from small local variations is
required to ensure meeting the gain uniformity requirement. The
exterior surface shall be finished suitable for painting. Dust from the
finishing process shall be exhausted to exterior of the building. 3.2.3
Painting. -- The seller shall apply a reflective paint to the finished
interior surface to achieve a projection surface meeting the
requirements of 3.1.2 above. The paint blend used shall be designed for
projection screen applications. Painting shall be done between 6:00 PM
on Friday and 6:00 PM on the following Sunday to minimize impact on
building occupants. 4.0 QUALITY ASSURANCE 4.1 Contractor quality
assurance. The contractor shall perform the usual quality checks on
workmanship and materials. 4.2 Inspection and Test. -- The seller and
buyer shall jointly conduct a general workmanship and materials
inspection. In addition they shall jointly perform gain and uniformity
testing, to verify compliance with 3.1.2, on the finished and painted
screen surface as follows: A light source shall be mounted at the
geometric center of the dome panels; Luminance measurements shall be
taken of a Lambertian reference material placed at the projection
surface. Measurements shall be made from the geometric center of the
dome panel to thirty six points on the projection surface chosen by the
purchaser. Luminancemeasurements for each screen location above will
then be repeated measuring directly from the finished projection
surface. For this application, gain is the ratio of the luminance of
the reflective paint to the luminance of the Lambertian reference.
Luminance variation between two points is defined as 100 X (the
brighter minus the dimmer) divided by the brighter. 4.3 Warranty The
seller shall guarantee workmanship and material for a period of one
year from completion of work identified herein. Delivery shall be made
within 60 days to NAWCTSD Orlando, FL 32826-3275. Delivery shall be
made FOB Destination. The following FAR provisions and clauses apply to
this acquisition: 52.212-1, 52.212-4 and 52.212-5. The following
subparagraphs of FAR 52.212-5(b), and DFARS addenda thereto, apply:
(6), (7), (8), (9) and (16); 252.204-7004, 252.225-7001 and
252.225-7036. A completed copy of FAR 52.212-3, and the following DFARS
addenda, must be included with quote: 252.225-7000 and 252.225-7035.
