NASA/GSFC plans to issue a Request for Proposal (RFP), on a sole source basis in accordance with Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and 10 U.S.C. 2304(d)(1)(B)Unacceptable Delays. NASA/GSFC intends to obtain services to support the Visiting Scientist Program from Universities Space Research Association (USRA), 10227 Wincopin Circle, Suite 212, American City Building, Columbia, Maryland 21044, for a 12 month period, October 1, 1998-September 30, 1999. These services are a continuation of existing scientific research services for several laboratories within the Earth Sciences Directorate, Code 900, including: 1) the Global Change Data Center; 2) the Laboratory for Atmospheres; 3) the Laboratory for Terrestrial Physics; 4) the Earth and Space Data Computing Division 5) and the Laboratory for Hydrospheric Processes. Award to any other source for this 12 month period would jeopardize on-going scientific investigations and cause significant disruption to the Code 900 mission. This contract is required to ensure continuation of the services through this 12 month period during which this effort will be consolidated into a single procurement to be awarded by September 1999. The support sought is a continuation of work provided by USRA under contract NAS5-32484, since October 1993.
