1. The 11th Contracting Squadron is seeking interested sources for the
procurement of Architectural Engineering (A-E) services required for
the study and design of base construction projects. To meet this
requirement, open end contracts will be issued for one year with four
one-year options. The contracts will have a maximum monetary limit of
$750,000.00 per year for all years, with a minimum of $5,000.00 for the
basic year. The initial delivery orders may exceed $299,000.00 2. Realm
of work includes: a. Roofing/Waterproofing A-E must have on staff, or
access to, a Registered Roofing Consultant and Waterproofing
Engineer/Specialist with expertise and experience in inspecting,
evaluating and designing various roofing and waterproofing systems.
Roofing systems include low-slope built-up, single-ply, modified
bitumen and EPDM systems, as well as steep asphalt shingle, slate and
metal roofing systems. A-E must have broad knowledge of and familiarity
with a variety of moisture and air infiltration problems and have the
capability of analyzing and addressing such problems. A-E must also be
able to design roofing and waterproofing systems for general
maintenance and repair construction. b. Civil/Structural A-E must have
on staff, or access to, a State Licensed Civil and Structural Engineer
with expertise and experience in geotechnical investigations/studies,
foundation designs, topographical surveys, site and utility
studies/designs, traffic studies and environmental issues/designs. The
A-E shall also have the capability of performing structural
analysis/determinations on existing and new facilities of varying
construction. c. Mechanical A-E must have on staff, or access to, a
State Licensed Mechanical Engineer with expertise and experience in a
variety of heating, ventilation and air conditioning systems used on
Bolling AFB, DC. DX expansion units, Chilled Water (CW), High
Temperature Hot Water (HTHW) and Geothermal are some systems currently
used. A-E must have experience with CW and HTHW systems at the plant
and facility level. A-E must have experience in designing and trouble
shooting of Direct Digital Control (DDC) energy management systems such
as Landis, Gyr and Honeywell. A-E must be able to perform in-depth
analysis of existing systems to evaluate energy effectiveness of the
system and give recommendations to increase energy efficiency. This
applies to plant and facility levels. d. Electrical A-E must have on
staff, or access to, a State Licensed Electrical Engineer with
expertise and experience in investigating, studying and analyzing high,
medium and low voltage distribution systems. A-E must be able to
develop and define load demands on current base distribution systems as
well as for individual buildings so that construction and repair
projects can be developed to support a complete and adequate electrical
distribution system, meeting all present and future demands. A-E shall
be able to perform coordination studies, short circuit analysis, load
demand calculations and overcurrent protection studies for the
electrical distribution of the entire base or for a single facility.
A-E must be familiar with both radial and loop distribution systems,
load shedding, daylighting, solar, wind and alternative technologies.
e. Fire Protection A-E must have on staff, or access to, a State
Licensed Fire Protection Engineer with expertise and experience in
investigating, studying, analyzing and designing various fire
detection, audio/visual annunciation and suppression systems used on
Bolling AFB, DC. A-E shall have extensive knowledge of applicable
codes, life-safety issues and Federal requirements. f. Architectural
A-E must have on staff, or access to, a State Registered Architect with
expertise and experience in designing quality, functional and
aesthetically pleasing commercial, industrial and residential
facilities. A-E shall also possess broad knowledge of exterior space
utilization issues, interior design studies/programming, design
concepts/renderings, historic restoration practices, Americans with
Disabilities Act (ADA) requirements and landscaping/site work. A-E
shall have the ability to provide overall project management and
oversight and be able to integrate the work of all other disciplines
while maintaining quality control. A-E shall be familiar with National
Capitol Planning Commission and Commission of Fine Arts procedures and
requirements. g. Preparing written cost estimates of project
construction and providing those estimates on proper Air Force forms.
h. Preparing project bid packages, drawings and specifications for
selected construction projects. All interested A-E firms must have an
on-call capability in their respective disciplines for response to base
emergency situations. The firm must be willing to do extensive
interviews and field investigations to acquire all necessary data to
design a complete project based on a fully developed scope. All firms
must have Auto Cad capability and be willing to prepare design
documents to comply with Air Force standards and policies. 3.
Significant evaluation factors for selection will be based on the
following criteria: a. Specialized experience of the firm in the types
of work requested. b. Availability of experienced key personnel. c.
Capacity of the firm to accomplish the work in a timely manner. d. Past
experience of the firm with respect to similar level work. e. Location
of the firm in the general geographical area of the work. f. Volume of
work previously awarded by the Department of Defense. 4. A-E firms that
meet the requirements described in this announcement are invited to
submit completed Standard Forms 254 and 255, U. S. Government
Architect/Engineer Qualifications, to the Contracting Office. **NOTE:
