the operation and maintenance of ground-based radar threat systems
using both real and simulated Eastern/Western European technologies.
Electronic Solicitation: This acquisition is to be solicited
electronically via the World Wide Web (Internet). The Air Force does
not anticipate issuing any hardcopy solicitation documents. Interested

Acquisition Dates: The following acquisition dates are tentative only;
see the final solicitation document for official specific dates: Past
Performance Volume Due Date: on or before 2 pm MDT on 08 Sep 98 Other
Proposal Volumes Due Date: on or before 2 pm MDT on 16 Sep 98
Anticipated Award Date: on or about 13 Nov 98. Minimum Mandatory
Requirements (MMRs): MMRs apply to this acquisition. Please see the
Technical Requirements Document (TRD) at the above listed web site for
MMR information. Location of work to be performed: US Air Force's
Nellis AFB NV range complex. Period of Performance/Duration of Contract
Period: It is anticipated that contract performance will begin at
contract award for a period of one year, with four one-year option
periods. Contracting Procedures: It is anticipated that this
acquisition will be conducted using full and open competitive source
selection procedures in accordance with FAR 15 and AFFARS Appendix BB
(and applicable supplements thereto) procedures. Oral technical

proposal, or quotation which shall be considered. An Ombudsman has been
appointed to hear concerns from offerors or potential offerors during
the proposal development phase of this acquisition. The purpose of the
Ombudsman is not to diminish the authority of the program director or
contracting officer, but to communicate contractor, concerns, issues,
disagreements, and recommendations to the appropriate government
personnel. When requested, the Ombudsman will maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or in the source selection
