The U.S. Small Business Administration Office of Minority Enterprise Development (MED) requires the services of private certifiers in fulfillment of the SDB Certification Program. Services will consist of (a) screening and (b) processing applications from firms wanting to be certified as a Small Disadvantaged Business. The term of the contract will be for one base year with four one-year options. Pricing will consist of the proposed application fee to be charged to each applicant for screening and processing each application. Work under the contract will be performed at the private certifier's place of business. The Government intends to make multiple awards to technically acceptable offerors in accordance with the evaluation factors set forth in the RFP, in the following order of precedence: (1) In accordance with FAR 19.8, awards will be made on a competitive basis to a minimum of one eligible Section 8(a) business concern, provided that a minimum of two competitive offers are received from eligible 8(a) concerns; (2) in accordance with FAR 19.5, awards will be made on a competitive basis to a minimum of one eligible small business concern, provided that a minimum of two competitive offers are received from small business concerns; and (3) all other awards will be made on an unrestricted basis. Applicable SIC Code is 7389 with a size standard of $5 million. All firms who responded to the previous "sources sought" synopsis will automatically receive the RFP when it is issued.
