issued in advance of a full and open competition Request for Proposal
(RFP) for the purpose of obtaining qualified sources for the Air Force
Satellite Control Network Contract (SCNC). The Space and Missile
Systems Center (SMC) Satellite and the Launch Control Systems Program
Office requires tasks be performed under this contract in the areas of
development, integration and sustainment of the worldwide AFSCN. The
primary SCNC efforts will include transition from the current
sustainment contract; depot-level maintenance and trending analysis;
all new hardware and software development, integration, and test
efforts; configuration management; program management; system
engineering and integration including requirement analysis, studies,
installation, integration, and test. The estimated period of
performance for this effort will be up to ten years. The type of tasks
involved will require the contractor to provide quick response and to
have close connection with the Satellite and the Launch Control
Systems Program Office (SMC/CW), as well as other SMC/CW and Air Force
Space Command (AFSPC) organizations and supporting contractors located
at or near Los Angeles Air Force Base, CA., Onizuka Air Force Base,
CA., Peterson Air Force Base, CO., Schriever Air Force Base, CO.,
Hawaii Tracking Station, Guam Tracking Station, Diego Garcia Station,
Telemetry Commanding Station (Oak Hanger, England), Thule Tracking
Station, Colorado Tracking Station, Vandenberg Tracking Station, and
New Hampshire Station. To meet security requirements for the SCNC
effort, potential offerors must have or be able to obtain a Top Secret
Industrial Facility Clearance prior to contract award. Companies
proposing on this acquisition must be U.S. owned, and personnel
supporting this contract must have a minimum of a Secret Clearance.
Additionally, potential offerors must have properly cleared personnel
and compatible facilities to work with National Program personnel and
requirements, and to work within National Program facilities.For the
SCNC acquisition, interested qualified sources are invited to submit an
unclassified Statement of Capability (SOC) not to exceed ten pages in
length, (single-spaced, 12-point), within fifteen calendar days of
publication of this synopsis. Standard brochures, if directly
applicable, are acceptable and do not count against the ten page count
(please include three self-addressed envelopes which are at least 11"
X 13" in dimension, suitable for mailing sizable documents). The SOC
must clearly demonstrate 1) experience in performing tasks in areas
similar to those tasks described above on-time and within budget, 2)
good commercial practices for the administration, control and
performance of contractual requirements, 3) relevant technical or
administrative activities similar to those tasks described above,
including contract number, name, address, and phone number of the
contracting officer, and 4) how the potential offeror currently meets
or intends to meet the security requirements. Due to the highly complex
nature of this acquisition and the large number of skills required to
perform the various tasks, prime-subcontractor and teaming arrangements
are encouraged. Small business firms having the interest, capability or
ability to provide such effort are encouraged to participate. Potential
offerors should also indicate if they are small, small and
disadvantaged, or minority or woman-owned. For this acquisition, the
Satellite and the Launch Control Systems Program Office anticipates
invoking organizational conflict of interest and associated contractor
agreement provisions and clauses. This synopsis information is for
planning purposes only, and does not constitute a Request for Proposal.
Eligibility for participating in this acquisition depends upon a
response to this announcement. The SCNC Draft RFP will be incrementally
built, currently planned to start at the beginning of October 1998, for
industry comments. The RFP is anticipated for release in January 1999
with receipt of proposals made within 45 calendar days. Information
