for commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; quotes are
being requested and a written solicitation will not be issued. (ii) The
solicitation number is FA2550 98 Q0883 and is issued as a request for
quotation (RFQ). (iii) The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-04 and Defense Acquisition Circular 91-13. (iv) This
acquisition is unrestricted. The Standard Industrial Code is 4151 with
$5M. (v) CLIN 0001, The Contractor shall provide all personnel,
equipment, tools, materials, supervision, and other items and services
necessary to furnish school bus transportation. The Contractor must
provide qualified drivers to transport school children between Onizuka
Air Station (OAS) Annexes and locally designated schools as defined in
the performance work statement (PWS), dated 14 April 1998, except as
specified in Section C-3, Government Furnished Property and Services at
OAS. The Contractor must comply with all the Specific Tasks contained
in Section C-5 of the PWS. The basic year is from 17 August 1998 thru
30 June 1999 $_________. CLIN 0002, first option year is from 1 August
1999 thru 30 June 2000 $_________. CLIN 0003, second option year, is
from 1 August 2000 thru 30 June 2001 $_________. CLIN 0004, third
option year is from 1 August 2001 thru 30 June 2002 $_________. CLIN
0005, fourth option year, is $_________. (vi). The PWS for this
requirement will be mailed via overnight express to each respondent of
this notice at the expense of the prospective offeror. To receive the
PWS, provide your company mailing address or federal express or other
overnight account number (preferred). (vii) Service will be provided
with all terms FOB destination to Onizuka AS, Sunnyvale, CA. (viii) The
provision at 52.212-1, Instructions to Offerors-Commercial, applies to
this acquisition. (ix) The clause at 52.212-2, Evaluation-Commercial
Items, applies, with the following evaluation factor: see (xiii) and
(xvi) below: Award will be made on a price/past performance trade off
to the offeror representing best value to the Government. Past
Performance is more important than price. The Government reserves the
right to award to a higher priced offeror if a lower priced offeror, in
the Contracting Officer's opinion, represents a performance risk based
on past performance and using any information available to the
Contracting Officer. (x) Offerors must include with their offerors a
completed copy of the provision at FAR 52.212-3, Offeror Representation
and Certification-Commercial Items, and DFARS 252.212-7000, Offeror
Representation and Certification -- Commercial Items. (xi) The clause
at 52.212-4, Contract Terms and Conditions-Commercial Items applies.
(xii) FAR 52.212-5, Contract Terms and Conditions Required to Implement
Statutes or Executive Orders-Commercial Items, and DFARS 252-212-7001,
Contract Terms and Conditions Required to Implement Statutes or

apply to this solicitation. Specifically the following clauses, cited
