E-MAIL: Carol Gorman, Contracting Officer, gormancr@npt.nuwc.navy.mil. The Naval Undersea Warfare Center Division, Newport, Rhode Island intends to acquire sole source from Marine Acoustics, Inc. (MAI) the services and LFA Mitigation System needed in support of the Surveillance Towed Array Sensor System (SURTASS) Low Frequency Array (LFA) Environmental Impact Statement (EIS). MAI has been the sole provider for the development of the SURTASS LFA EIS and ancillary support tasks, MAI has delivered more than 25 intricate environmental compliance documents to the Navy, and MAI has produced the only known, state-of-the-art acoustic-integration model that allows for the estimation of underwater sound exposure of swimming and diving marine mammals within their natural habitat. The proposed work requires personnel with the following qualifications: 1) Ph.D. in underwater acoustics with experience during the last ten years in low frequency sound propagation study, analysis and reporting; acoustic modeling development and execution; and data processing and analysis. 2) Ph.D. in underwater bio-acoustics with experience during the last five years in low frequency sound-effects on marine mammals, particularly baleen whales. 3) Ph.D. in biological oceanography with experience during the last ten years in cetacean habitat field studies, particularly study of potential for effects of low frequency sound on marine animals (e.g., mysticetes, odontocetes, pinnipeds and fish species). 4) Expert in National Environmental Policy Act/Marine Mammal Protection Act with at least ten years of experience in drafting, rewriting, and finalizing environmental assessments and impact statements for the Navy. Contract type will be a 2-year Indefinite-Delivery, Indefinite-Quantity with Cost-Plus-Fixed-Fee provisions. Total estimated level of effort is 35,000 man-hours.
