The Defense Supply Service-Washington intends to award a contract to Inter-National Research Institute, Inc., on a selected source basis to perform a study on China vis a vis America. This study will be conducted in two parts. Part I will focus on a working matrix of China and explicate likely trajectories for the "China" in the future. This matrix will be the foundation for a strategic design. Part II of this net assessment will focus on the strategic approach of cooperative competition. Its particular thrust will be to arrive at the terms of an American strategic approach for dealing optimally with China. The contractor will recommend specific strategies by which the Department can anticipate evolutionary developments so as to leverage opportunities for cooperation and address issues concerning vital interests.
